Yeah that's right. Crimea was part of Russia before 1954 when Khrushev gave it to Ukraine. In 2014 March they overwhelmingly voted to leave Ukraine and return to Russia. So I ask. When Khrushev assigned Crimea from Russia to Ukraine Russia and Ukraine were 1 country USSR. No one changed citizenship when he did that.
