It's rather foolish to compare India and Pakistan by any measure because of the vast differences in geography, threat matrix, purchasing power, population, poltical enviroment etc etc.
Any map of the PAF's airbases will highlight how at risk they are at because of their proximity to the Indian border:
The vast majority of PAF bases (even their largest cities) are within standoff munition range in contrast, the Indian air force enjoys signifcant "strategic depth" and thus the vast majority of their airbases are entirely out of reach of any opponant.
The PAF (and Pak military as a whole) has a very defensive mindset and this is reflected in their SOPs.

Why don't you answer the question yourself instead of asking the same question over and over?
Maybe the PAF prefers to take regular naps or long lunches whilst the GE sats fly overhead whilst those industrious bhanyias work through lunch and keep their a/c on the flightline all day until they are put back into their shelters/hangers at the end of the day.
Much ado about nothing.
