The prime reason for USA failure in afghanistan was confusing PAK AFG issues with India china issues

By giving leverage and free hand to india and it proxies it forced pakistan to change sides.

This along with refusal to talk in mid 2000s with taliban essentially steered a victory in afghanistan to an epic failure

Pakistan may conclude that it can withstand any potential damage caused by sanctions with the help of its new supporters. Or USA may conclude that it loses more by sanctioning Pakistan than by trying to work with it.

Its a partial defeat. USA successfully crushed Al-Qaeda and succeeded in spreading turmoil in the ME. It was unable to defeat the Taliban and floundered trying to nation build.
