This is not the first Su-30 deployment at Srinagar and infact first deployment was back in 2008.

Flying random Su-30 in a formation does not help in IAF's favor, it further build evidence that 1 Su-30 was shot down.
Ofcourse they are not based in kashmir but time to time they are deployed in kashmir.

Like stated earlier, USAF is in process of phasing out F-16s at a much higher rate then anticipated. Even European and some middle eastern AF have already retiring F-16s that are no longer their main front line fighters. Of course F-16 availability rate gonna decline thats just common sense. Just like in mid 1960s PAF had higher F-86 availability rate then USAF because it was in process of retiring.
PAF indeed has higher F-16 availability rate then USAF at the moment because thats PAF main front line fighter.
On the other hand, Su-30 up until 2015 had 50% availability rate from 90% of its service as of yet. So Su-30 pilots flew half of PAF F-16 from 2005 to 2015. Even 70% is poor availability rate since even USAF F-16s which are being phased out have higher availability rate then IAF Su-30.
PAF had 20% of its F-16 air borne on 27th feb, PAF would not have airborne such high percentage of its main front line plane if its availability rate was so low.
