If I am not wrong then Raheel Sharif wanted him to be next Army chief and he was considered to be the most capable Lt General to become army chief among the list of 4 Lt Generals sent to NS but NS selected Bajwa as army chief and rest is history.
yes one of the final nominees, but sometime you have to pay the price of your competence and good qualities.

As far as I know based on open source information he was considered as too much straight forward and aggressive general especially in case related to India, while NS was seeking some passive attitude guy.

As per Dawn news story criteria set by NS for selection of COAS was based on two basic rules and among those rules one was
views of COAS on Foreign Policy especially with India

PMs look for the weakest
Nawaz always focuses on his own political survival and chooses the weakest of contenders while forsaking more professional ones; ishfaq nadeem and Ali kuli khan are glaring examples. However those whom he considers weak always end up being his worst nightmare.
Gen Tariq said it best

Best Chief for the job would more often than not won't turn on you
As he is a professional and knows his job

If you look for the most weak chief who won't challenge you
He'll challenge you as he feels in order to prove himself, he'll go ott in challenging your writ
