Yeah but any allegation has to be proven against a Pakistani citizen. If a terrorism charge is levied, you need to prove it in court. Hes not a fugitive, hes not in hiding, he said You accuse me of so and so? I'll appear in court, prove it.

OBL did not stand trial anywhere. But UN had designated him as a terrorist and his organization banned. Likewise Hafiz Saeed is designated as affliated with Al-Qaeda and likewise all his organizations - LET and its charity fronts.

At the end of the day he is a designated terrorist under UN SC. You can claim all you want that Pakistani courts did not find him guilty. But UN SC resolution is binding for countries and if forcefully followed Pakistan can have sanctions(which is not going to happen considering the geopolitics) but I am saying what is the law of the land(world).

May I also point out Chapter 7 only applies to act to diffuse an impending threat. Pakistan did arrest him under our own laws of Maintenance of Public Disorder, then when it was determined there no such threat, he was tried in court on the charges levied against him and he was found not guilty.

Now for anything else, let the UNSC redeliberate on the matter. Till then we have acted and acted openly and publicy, nothing is in hiding. Things stand in status quo mostly due to inaction from India and to a smaller degree the US.

A court of law, the only decidiing authority on criminal charges in Pakistan, decided that the charges against him are not proved.

As I said Pakistan will not do anything and UN SC will not act due to geopolitical reasons. But the resolution stays and Hafiz Saeed is a terrorist and his organizations are terrorist organizations.

So ideally Pakistan can not provide him exit to go to USA. Even if they did (Like Pakistan ignores rest of the UN mandates on terrorism), he would either be arrested in europe (if its a flight change) or in America on landing.. Post that he will either be deported back (most probable outcome if arrested in europe) or will share a cell with Aafia Siddique or will end up in Gitmo..

Neither of this will be acceptable to ISI and Pakistan Army, and hence no chance for him to get permission to travel to USA

Who knows what will happen, but as things stand the status quo would go on as Pakistan has very openly said we've implemented the UNSC resolution. What other member states do or think is not our concern.

IF India so wishes why doesn't it raise the matter, its a UNSC member for another month still. Perhaps India fears that if put to a vote again, Pakistan's position would be upheld.
