Given the influence and resources possessed by groups such as the LeT/JuD, the GoP is not going to take them on (even if it wanted to) until it manages to control the TTP/Haqqani/Gul Bahadur threat in FATA.

The TTP is (and will continue to) look for allies outside of FATA to help it survive and grow again - openly acting against groups such as the LeT/JuD at this point in time would stretch already thin civilian law enforcement resources in addition to allowing for alliances to be created between them.
