No, China needs large number of frigates to patrol its coastlines and seas, They are probably going to build another 20 054B to go with aircraft carriers, that is still too little number for Chinese navy, They transferred 20 056 to coast guard becos these ships are designed not really particularly good for any job, and they kept 50 056A at the same time becos these ships are specially designed for antisubmarine warfare. 054A are relatively good all around frigates and China needs lots of them to be a global navy power.

052D and 055 are for ocean going purposes and they are expensive to build.

PLAN doesn't have free frigates to spare, there are many submarine chasers in PLAN that just retired now and their duties have to be filled by frigates of all sort.

I don't know where you get this information from. Or this is just your personal opinion.

China has no lack of qualified naval officers, there are many training facilities ranged from PLAN universities, collages/academies and many training ships.

Type 056 (the general purpose patrol variants with no anti-subamrine capability) were given to CCG as their roles overlapped. While type 056A were kept by PLAN because they served naval roles better with their dedicated anti-submarine gears.

And no type 054A will be given to CCG, these are potent general escorts and anti-submarine ships that PLAN need to have in large numbers. CCG will get new built large patrol ships based on type 054A hull but fitted with equipment for CCG's role missions which are different from PLAN's type 054A.

If there is any transfer it would be type 054, not type 054A, but PLAN still keeps the 2 type 054.
