If it was up to me, i'd propose a referandum for the coastal and northwestern regions where Turkmen are in high number, just like Hatay style. The situation, with the given circumstances, is screaming for such an opportunity, no?
With due respect, I think annexing parts from Syria will give excuse for Kurdish nationalists to partition their own part as well. For stability, the best option would be to keep both Syria and Iraq intact, making sure minority rights are protected. That is also the official Western/US policy, although some of them seem to have a certain weakness for an independent Kurdistan.
Let the Kurds and ISIS kill each other, while the Syrian Turkmen based resistance can attack Assad along with other moderate FSA trained in Saudi camps, but not sure if these FSA would be non-Salafi. I would avoid working with Salafi's at all cost, at any time they can turn to something like ISIS.
