Access to safe drinking water should be treated as a fundamental right.
A lot of diseases especially amongst infants and young children can be prevented if water cleanliness can be ensured.
Indirectly this will help in reducing expenditure over medical care and prevent epidemics, so the step should be seen as a social obligation.

Beautiful infographics! Sri Lanka currently has 93% access to clean drinking water, but 7% of 20 million is still hundreds of thousands of people.
