Well it depends on if you consider all Syrian groups opposing Assad as terrorists(which i think is what you believe). lol
You should know that each side consider the other terrorist to some extent. The west also consider Iran to be a state sponsor of terrorism, which is also true to some extent since Iran has been sponsoring its own terror groups/proxies in the region for decades. so it depends on who you ask.

The only think EVERYBODY agrees on is that ISIS is a terrorist group who needs to be tackled by all means necessary since it's a threat to every single country out there. However, we all know that Russia is not in Syria because of ISIS, since it's not targeting ISIS 90% of the time, its focus is on other Syrian rebel groups who are detrimental to it's own interests. problem with Al assad is this civil war is on sectarian basis not ethnic basis he belongs to shia alwaits whic r in minority He has to go if any political solution need to be achive .otherwise this war will never end even He gained ground with russian help .
