Well it depends on if you consider all Syrian groups opposing Assad as terrorists(which i think is what you believe). lol
You should know that each side consider the other terrorist to some extent. The west also consider Iran to be a state sponsor of terrorism, which is also true to some extent since Iran has been sponsoring its own terror groups/proxies in the region for decades. so it depends on who you ask.
The only think EVERYBODY agrees on is that ISIS is a terrorist group who needs to be tackled by all means necessary since it's a threat to every single country out there. However, we all know that Russia is not in Syria because of ISIS, since it's not targeting ISIS 90% of the time, its focus is on other Syrian rebel groups who are detrimental to it's own interests. O don't find anything wrong in what Russia is doing though, it's merely protecting it's own interests by all means necessary like every country/power ought to do.
