Procurement: Russia Battles China Over Bangladesh

February 1, 2013: Russia has agreed to provide a billion dollars in loans to Bangladesh so the poor South Asian nation can buy Russian weapons. In the last decade Russia has again been offering credit to potential customers for Russian military gear. In the decade after the end of the Cold War in 1991, Russia was broke and sold weapons on a cash basis. No more generous terms as in the Cold War past. During the Cold War Russia expected a lot of arms loans (especially to African and Middle Eastern nations that lacked oil) would not be repaid. No matter, having these nations buy Russian arms enhanced Russian pride and prestige as well as propelling Russia into the top five weapons exporting nations.

Bangladesh is making a major effort to modernize its armed forces and needs all the help it can get. China has supplied a lot of low cost weapons. This includes patrol boats and jet fighters (MiG-21s, in the form of the Chinese F-7 clone). The U.S. has donated 16 Defender-class patrol boats. The Defenders carry a crew of four, are armed with two machine-guns, and can carry six passengers (or prisoners). They are excellent for patrolling the many river delta waterways on the Bangladeshi coast. The newly created Bangladesh Special Operations Force has adopted the Defender as their primary seaborne transport. Bangladesh has also bought two Castle class patrol boats from Britain, for $2 million each. These 75 meter (246 foot), 1,400 ton ships are armed with a 30mm autocannon and four machine guns. Bangladesh needs all these patrol vessels to deal with smugglers. Neighboring Myanmar is the source of opium smuggling, some of which is often carried out by Islamic radical groups, to provide cash for terrorist operations.

Bangladesh has also bought 44 MBT-2000 tanks, plus three recovery vehicles, from China. These are an upgrade and addition to hundreds of older Chinese copies of Russian T-54 and T-55s. China has long supplied Moslem Bangladesh with weapons, partly to annoy India. Bangladesh and India often have strained relations, usually over illegal migrants from Bangladesh crossing the poorly guarded border and establishing communities in remote border areas. Bangladesh is a very poor nation and without the cheap credit, and weapons, from China, they would have a much less capable armed forces. Now Russia is offering cheap credit and slightly better weapons.

Why didn't we purchase arms from Russia before? What changed the govt/military decisions lately?

Mil helis, BTR 80, Antonov An-32, Mig-29. What are you talking about? but ye Russians arms are expensive and Chinese give us very reasonable friendly prices for their weapons. I'd prefer China over Russians anytime except on the aircraft purchases.

costly, high maintenance cost, rigid financial terms and most importantly India's influence on Russia... 1998 Mig29 deal was opposed by DGFI think tanks which was ignored by the then Govt....

Mig-29 purchase was initiated during the first BAL tenure, can't tell anything about the rest you mentioned. My question is why we see a change in military equipments/arms sourcing with change of governments.

No it has nothing to do with GOVT, the aircrafts from the russians are our only choice as Chinese are fairly new to it and Americans will probably not give theirs to us. But the other arms, we can get from Chinese for cheap so we do. We got the MBT from China and alot of ships too.

Most probably you don't know, F16 was offered to Bangladesh before Mig29!

The article mentions some of the reasons.

Russia earlier could not give out loans to buy military equipment as it was facing acute crisis at home. Today Russia is far wealthier on account of oil inflows, and thus is giving lines of credit and easier repayment terms to many countries to purchase military equipment. This is the biggest reason of them all. Russia is handing out loans now.

Russian arms are also of far better quality/technology than Chinese. There is a reason why Russia is one of the leading arms exporters in the world.

F 16 was never offered to bangladesh. Bangladesh wanted to buy it but US rejected to sell it. United States felt the planes were "not really appropriate" for Bangladesh

US will never offer us, their fighter planes. But Russians will give you everything as long as you pay them.

I know about this thread... Just the Bdmil forum says different thing.

So why would they reject the selling after offering them to us? :hitwall:

Us will offer us fighter planes( or anything offensive) but with a lot of strings attached. However they are quite lenient on things like transport aeroplanes, etc.

Russians on the other hand milks the money out of you after selling the goods.

The article also implies in cold war era it had been fairly easy to purchase Russian arms on cash or credit. But, to my knowledge, BD didn't made any military purchase from Russia at that time. I think it had something to do with India-Russia relationship/defence co-operation as BD Army has perceived India as a defence threat (and is not supposed to buy the same/similar arms/equipment and perhaps even from the same manufacturer).
