Nawaz derives his power from the systematic system hijacking:
He knows that Punjab has 148 out of 272 National Assembly seats; it's not equal representation formula hence; he knows that if he has to be in power he has to keep his grip on Punjab through bureaucracy and local level and of course courts. That is why silent resistance to current census exercise as it can create imbalance to the perfectly balanced formula hence Army's strong message that this census will not be stopped - this has larger implications than common man is thinking about. Most political families in Punjab has the following configuration:
1. One son/relative/cousin in each; Bureaucracy, Army, and Politics
Nawaz was advised by the then godfathers of his to keep strengthening this base and sowing the seeds which he had been doing ever since 1985 (when N$ became CM) so officers that he favoured since the start are now Chief Secretaries, Inspector Generals, Judges, IT Commissioners, just to name a few.
This is where he gets the administrative and judicial protection as all these departments are infiltrated by default due to above configuration (see in bold) and Ghulam Ishaq Khan had developed a blue print as Defence Sec of Zia the strategy to cripple the institutions through various tactics including corrupting them and keeping the files of each officer so they can never turn their back on them -all departments are now corrupt to the core; and if there is any officer who is honest; 99% are the chances that he will be posted as Officer on Special Duty without any portfolio.
N$ could not get much hold in Army due to various reasons of which their systems of promotion till Lt. Gen is based on merit and has no political bearing - unlike in any other department; for example try getting a posting as ASP Lahore Cantt., without the relations with N$ family.
Hence without breaking this nexus - it is impossible to beat N$.
