It was the herald's staff of Hermes, the messenger, and the snakes were originally two white ribbons. When people started using astrology to try to cure the sick, a principle of cure associated with Hermes.

Actually, the whole thing is wrong. It should be a single snake, symbolising the Rod of Asclepius (the Greco-Roman equivalent of Dhanvantari, the Hindu God, the leading divinity of my own caste group. Somewhere down the line, the two symbols got mixed up, partly because there is some justification for dragging Hermes into the whole thing.
And here I thought the snakes were illnesses and diseases and the staff was used to remove them from the body.
Guess we learn something new everyday, don't we?

You're still not legal in many US States but it's getting there, LOL.
