The link is to a prediction on how IMF thinks Pakistan's GDP will grow over the next 5 years. It is not an article that has a title.
As IMF predict Pakistan's growth will go down, they are predicting CPEC will fail.

The whole idea of CPEC is to lift CHINESE GDP growth.

Nobody really thought china was pouring in Billions to grow pakistan GDP. Their money is for their growth.

Yes, China would benefit but Pakistan should have to some extent. Without CPEC, Pakistan growth would have been even lower.

I think if the predictions come true, it shows that CPEC by itself cannot turn the Pakistani economy around. You also need to look at the other fundamentals like power, education and economic policies.
BD was growing at 6-7% a year and now the growth rate has risen to 8% a year with it's own "CPEC" in action. These huge projects can only do so much and you need the fundamentals as well.
