Exactly there is no hierarchy order in ISIS.As long as ISIL has support from the local population(s) on the ground, their numbers will never run out.
It's good to hit their command and control (and other infrastructure) though so they are less effective. But that's only a temporary solution, it seems things will only get worse in the foreseeable future, regardless of anyone's policy or intervention, or lack of it.
Instability breeds violence, it will take several generations before this extremism will start to reduce.
going after the so called leaders is futile!!
