i thought that only people who have been proven to be fair in their treatment of orphans be eligible for marriage. i guess i was mistaken

not really. Orphans are pretty common. Its just they are neglected midst the business of life.

we need to only see which amongst us have given them their due rights(state documentation for example settling the affairs of inheritance and etc.). those found fulfilling their duties should be allowed to marry since they have proven themselves to be responsible member of the community.
this can be legislated for specially in those cases where men are desperate to marry more than one.
