Can someone who has been banned before (say a couple of times, hypothetically) also become a Think Tank?

I mean being banned will not come in the way of a person's ability to think right?

It was a ban for harassing women on PDF. 2 weeks. Pakistani woman.

First one was also woman related. One week. Indian woman.

I am willing to give up women in order to become a Think Tank, if that is what it will take.
