Industrialize or die.Then you can follow whatever ideology you want,till then these are just pipe dreams.Only problem there exists no major muslim country that has all the raw ingredients of becoming a great power to assume leadership.
These ingredients include-
1]Size and population or manpower resource.
2]The full range of rare materials [mainly iron ore,coal,tungsten,alumunium,uranium]
3]Not too energy dependant[Meaning oil,nucleaur power etc]
4]Large technological reserach and development base.
and most importantly
5]Heavy industrial base self sufficient for the most part.
6]Agricultural well placed.
There is no single islamic power that stands out by its size or population.
Egypt,pakistan,turkey,malaysia come close.
There is no islamic power possesing deposits of most necessary industrial raw materials leaving you dependant on others.
Energy is the one strong point.Oil,Mainly north african and arab gulf countries,but again these are not the same as the top 4 who have the population and size.
Technology base and capacity for innovation on a global scale is nearly non existent in almost all.save maybe turkey a little.
Again no power with an industrial base rivalling any of the european majors,japan let alone america or now slowly china.
On the agricultural situation i'm a little less informed,is there a muslim country placed in the top 5 for agricultural product production like rice,wheat,textiles,essentially self sufficient in feeding its populace and then exporting some.
These factors are necessary for a modern age major power,otherwise one can quote religious scriptures all they want nothing substantial will materialize.
