It is Kashmir which is disputed territory according to the UN.

Pakistan wants a Plebiscite to be held in Kashmir, since that is the only fair way to solve the problem.

I think the issue is more of an India Pakistan issue, though it started out as a Hindu Muslim one. Heck even if India becomes Muslim Majority --miraculously, it simply cann't happen in reality-- Pakistan will still be fighting with India for Kashmir.
