Yep Chinese and Indians seem to abuse this visa a lot but it's about time we did something about it, if you are highly skilled then you can use it.

Most of Indians will qualify for this. All they will need is their transcripts with a remark that medium of instruction in their college and school was English, which in theory is correct. All books etc are indeed in English.
Character requirement?
All you need is PCC, which in India is a glorified address verification process. You can get it in ONE day if your current address is same as the address on your passport.
Highly Skilled?
Well all one needs is a college degree in engineering. Plentiful among Indians. At most you will need is two years of work experience. Not a problem. Not a problem at all.
Mostly this new visa stream is an eyewash. Only a little more documentation.

The 2 visas, Subclass 457 and Subclass 482 TSS (S)/(M) are technically the same, but the latter has taken out the permanent residence pathway to stem the abuse from previous 457 visa.
The problem, as I explained before in previous response, is not job taking, but rather applicant can by-pass skill recognition/assessment and gain permanent residence to Australia.
There are 2 type of 457 visas, both leads to permanent residence at the end, either by skill nomination or employer nomination. For the first one, a skilled worker, such as engineers, doctors, can apply for a 2 years 457 visa and at the end of that 2 years, he/she can apply for a skill assessment and uses independent skill migration and gain Australian residence. On the other hand, non-skilled worker, who can apply for a 4 years 457 visa, can also make way to Australian residence by employer nomination, as long as the employer pays guarantee and put 1% of the worker salary in a government "Work Training Fund", he can sponsor a worker that does not require a skill assessment. That is the abuse, not because store like 7-11 like to employ Indian or what not.
Under the new scheme, if you want to come here and work for 7-11, you can still do so with a 482 TSS (S) which will give you a period of 2 years stay and at the end of that visa, you can apply for a new one, but without the prospect of ever gaining residence here. On the other hand, for a engineer or doctor, you can come here and work in a firm or in a hospital with a 482 TSS (M) and at the end of the term and you would like to, you can have you skill assess and apply for the independent/sponsored skill migration program.
But in all, we have enough waiter in a Chinese Restaurant, or Indian cashier for a 7-11 applying residence to which they don't have any positive contribution to Australian economy.

Here is a simple idea: If you think strongly that a certain language is a symbol of slavery or is demeaning to you, stop using it completely, isn't it? By corollary, don't hang around in places where primary means of communication is that language. Having imperfect command over the language that you are using to communicate is a sign of your own incompetence -- Not a sign of your 'Freedom'. If you want to communicate in a language, at least put enough effort to piece together a proper sentence. Not the verbal diarrhea that you are spewing.
