Pakistan needed someone to blame for it's own security failure in having multiple bomb blasts and the easy target was India as Pakistan can't convict a single terror suspect just see the Sri Lankan attack in Lahore.

Thats a recipe for disaster. Intelligence agencies if not properly monitored can easily become dangerous even for their own country (Eg: ISI Intervention in Pakistani politics) & as far as Mossad is concerned ,every 'wet job' done by their agents is authorized by none other than Israeli PM himself.

it was all done by the Defense forces. Arms and ammo ,logistics supplementation is done by Armed forces not by some measly Intelligence agency.
