Here is MHO:
1) 1 month delay means big loss. May lead to shutting down of my business.
If this happens once, take the loss, and you have a lesson to learn.
If you don’t learn the lesson, and it happens often, that is your problem. Better shutdown your current business and explore in other areas for chances.
2) Bribery provides high efficiency.
It may be for this time, but the consequence may not be. This type of activities is very
toxic to the business environment, as it is equivalent to those who break rules get rewarded and those who obey rules get punished. If you collectively turn business environment into wild jungles and only follow jungle laws,
hijacking and murdering are perhaps more efficient than doing decent business. For instance
you could well hijack the inspectors’ family and request a pass through of your goods. Bet you if that were the case, your business, and everybody’s business, would perhaps be eventually very low in efficiency.
3) Bureaucracy is worse than corruption.
This needs all citizens’ efforts to improve bureaucracy and regulations. Meanwhile you obviously can’t wait for the system to change, you business men must study existing laws and regulations to avoid pitfalls and caveats, and to evaluate your risks. I know some Chinese do business without thorough study, so they behave very much like Boxing Rebellion
