Vietnam politics

In 2013, VPC party boss Nguyen Phu Trong call himself Qu Yun 屈原, a patriotic virtuous Chinese poet who committed suicide because he is good and everyone of the elites were bad.

(So now in Vietnam, who are the mofos?)

To help readers understand Vietnam politics and this article, I would introduce a new point that now VPC is just a political party and has to a large extend decoupled from the government. Party boss can have no government portfolio.

  据BBC报道,越南共产党总书记阮富仲被越南议会机关报《人民代表》上发表的文章比作中国古代诗人屈原,说他同屈原一样廉洁和品德高尚。

  记者升龙在文章中写道,虽然两人相隔数千年,但他们都深深热爱自己的祖国,两人都是诽谤的受害者。

  文章暗示其他越共领导人腐败,并说像中国古代爱国诗人屈原一样廉洁的人只能投汨罗江自尽,因为他们不能容于今天越南混浊的现实。

  越南媒体公开某些公众对领导人的褒贬十分罕见。69岁的阮富仲在2011年当选越共总书记时已经超过了65岁的退休年龄。他任职后开始发动一系列党内廉政举措,使他同曾经权倾一时的总理阮晋勇及其追随者发生了冲突。

  有人说,阮晋勇是越南历史上权力最大的总理,越南经济在他治理下由于低效和腐败开始停缓。阮富仲和其他政治局成员去年在党内会议上试图批评阮晋勇,但是没有成功,因为中央委员会决定支持阮晋勇。

  后来阮富仲在对越南公众发表电话讲话时谈及未能对阮晋勇作出谴责时留下了眼泪。在最近越共中央举行的会议上,他未能将他的支持者、越共内务委员会负责人阮伯青提升进入政治局,但越南副总理和全国代表大会的副主席却被晋升入政治局。

  从最近几次中央委员会会议看,越共似乎努力从政府方面夺回一些权力,因为越共认为政府部门低效、腐败而且失控。

  最近在全国代表大会上进行过首次信任投票,党的总书记没有受到指责,因为他既非政府官员,又不属于全国代表大会或人民委员会。他的政治对手阮晋勇则受到了批评,但仍然继续担任总理,其内阁成员也受到强烈批评,不过也继续担任原职。

  越共总书记或许清廉,但现在的问题是他是否具有足够的智慧和党内的支持完成党内的廉政运动,而且是否能继续担任越共党和国家的最高领导人

I summarize as below.

VPC boss Nguyen Phu Trong describe himself as poetic Qu Yuan, who has a lot of virtue. Both him and Qu Yuan are victims of poison politics and both love their country.

People as pure as Qu Yuan can only drown themselves in the river because all elites are corrupt and good one got persecuted.

The clean up initiative of Trong has piss PM Nguyen Tan Dung and gangs, who are the most powerful in Vietnam.

Trong and others in poliburo tried to criticized PM Dung, but was not successful. But VPC recent drive to take back some power from the government seems to have bear fruits.

In the recent party congress PM Dung got censured, but he is still there.

Nguyen Phu Trong is probably clean but question is does he have the wisdom and support to clean up Vietnam and can he still remain in power.

Vietnam is scheduled to hold two elections in 2021, the 13th Communist Party of Vietnam (CPV) election and the 14th national general election in January and May respectively. The nation’s top four leadership positions, informally named the “four pillars,” up for election are the CPV General Secretary, the state president, the prime minister, and the chairperson of the national assembly.

Since Mr Nguyen Phu Trong was elected to the CPV General Secretary and state presidency, Vietnam is running ‘three-pillar’ model. Looking forward, as Mr Trong is due to retire at the next party congress, for supposedly frail health.

Current Poliburo

Current Politburo members who turn 65 before September 2020 will have to retire, except for the one chosen to become the next CPV general secretary, according to rules.

Tran Quoc Vuong

Tran Quoc Vuong will almost certainly be Nguyen Phu Trong choice to succeed him as general secretary. Vuong is 66 and has never held a government position. Instead, he has worked his way up through the Party secretariat. As its current head and the man in charge of Trong’s campaign against corruption, Vuong has been Trong’s indispensable aide.

More importantly, given the high-profile anti-corruption campaign under Mr Trong’s leadership and the CPV’s emphasis on fighting corruption, it is highly likely that Mr Trong would like his successor to carry on his legacy and continue the anti-corruption campaign. Mr Vuong, who used to be the Prosecutor General of the Supreme People’s Procuracy and the Head of CPV’s Inspection Commission, may be perceived as having better credentials to replace Mr Trong. With his unchallenged control over the party, especially personnel issues, Mr Trong will have a decisive say over the selection of his successor. As such, any candidate endorsed by him will stand a much higher chance.

Mr Tran Quoc Vuong has several advantages over his competitors.

1. He was born in the North, in Thai Binh province, not far from Hanoi.
2. He serve mostly within the power precinct of Northern faction, most importantly, the procuracy, the Central Inspection Committee.
3. Vietnam elites prefer the Northern faction to be CPV general secretary for customary reason, and also North Vietnamese are seen as more stable, and better anchor of the nation.

Meanwhile the Southerners get to have a lot of power in economics policies.

In short, Northern faction tends to have less experience in the economy, but they get the top job. It may not be a bad thing because many Southern faction's economic policies are too divisive. Southern faction is also very corrupt. Some check and balance are needed.

Pham Minh Chinh

Chinh at 61 years old this year, is a younger candidate. He was born in Thanh Hoa, in the North. He has spent his tour of duty in the institutions of Northern faction. With a strong record in economic and administrative reforms, which was achieved when he was the Party chief of one of the country’s richest provinces, Quang Ninh. He will have served one full term of Politburo membership by 2021. His current position the head of the Central Organization Commission, is among the most powerful in VPC.

If he is elected, he will have immense influence to encroach on the turf of the Southern faction.

General Secretary of the Central Committee of the Communist Party of China (CPC) and Chinese President Xi Jinping sent a message of condolence on Saturday to his Vietnamese counterpart, Nguyen Phu Trong, over the passing of Le Kha Phieu, former general secretary of the Communist Party of Vietnam Central Committee (CPVCC).

Xi said he was shocked to hear the passing of Comrade Le Kha Phieu, adding that he, on behalf of the CPC, the Chinese government and the Chinese people, as well as in his own name, extends deep condolences through Trong to the Communist Party of Vietnam (CPV), the Vietnamese government, and Vietnamese people over the passing of comrade Le Kha Phieu, and expresses sincere sympathies to his family.

Comrade Le Kha Phieu is an outstanding leader of the older generation of the CPV and Vietnam, said Xi, adding that he had led the Vietnamese people in achieving great accomplishments in Vietnam's socialist construction and renovation enterprises.

Xi also said that Comrade Le Kha Phieu was a close comrade and friend for the CPC and the Chinese people, adding that he had made outstanding contributions to the development of China-Vietnam relations featuring "long-term stability, future orientation, good-neighborly friendship and all-round cooperation."

The Chinese side attaches great importance to consolidating and developing the traditional friendship between the two countries, and is willing to work with Vietnam in enhancing political mutual trust and strengthening unity and cooperation so as to push forward the relationship of the two parties and two countries, as well as their respective socialist causes for new and greater development, Xi said.

He believes that under the strong leadership of the CPVCC with General Secretary Nguyen Phu Trong as the head, the socialist cause in Vietnam is bound to yield new achievements, Xi added.

Hoang Trung Hai, a member of poliburo and Nguyen Tan Dung ally was out of the competition for top leadership. He was implicated in severe corruption.

On January 10 2010, the Party’s Central Inspection Committee took the decision to reprimand Hai, a member of the elite Politburo. This was related to his actions as a former deputy prime minister (2007-2016) in overseeing Thai Nguyen Iron and Steel, a state-run firm at the center of a corruption and mismanagement scandal. At the moment, it is very much only a slap on the wrist. But it could go further if state inspectors decide to follow through with the case. The most extreme outcome could be Hai’s dismissal from the Politburo; more probable would be for him to step down as the Party chief of Hanoi.

The Communist Party inspectors demanded that disciplinary actions be taken against a former deputy PM for violations at a state-owned steel company.
Hoang Trung Hai, former Deputy Prime Minister of Vietnam between 2007 and 2016, had committed several violations in overseeing the expansion of state-owned steel company TISCO, the Party Central Inspection Committee, Vietnam’s top watchdog, said at a Wednesday meeting.

The committee suggested that the Politburo discipline Hai, now serving as Hanoi's Party Secretary and a member of the Politburo.

The standing Party Committee of the Vietnam Steel Corporation (VNSTEEL) was irresponsible and lacked supervision in its leadership, which led to the firm committing serious violations in a project to expand production by the Thai Nguyen Iron and Steel Joint Stock Company or TISCO (the TISCO II project), inspectors concluded last December.

The state currently owns nearly 94 percent of VNSTEEL, while VNSTEEL holds a 65 percent stake in TISCO.

The TISCO II project, approved in 2005, had a total capital of over VND3.8 trillion ($242 million). It had two main packages, one of them an EPC package regarding development of a metallurgy processing line.

The EPC package was auctioned to the China Metallurgical Group Corporation (MCC) for over $160 million. However, the Government Inspectorate discovered in February that the project’s total capital had been illegally altered by TISCO, from over VND3.8 trillion to VND8.1 trillion.

Furthermore, at the time of discovery, TISCO had already paid MCC over 92 percent of the total value of the project, but the project was nowhere near completion. As of 2013, the EPC contractor MCC and contractors had stopped all construction activity.

Since then, some project equipment have been damaged, negatively affecting the project’s progress and quality, causing investment capital losses, inspectors said.

For violations regarding the project, the inspection committee has expelled Mai Van Tinh, former party chief and former board chairman of VNSTEEL, Dau Van Hung, its former deputy party chief and former general director, from the party.

Four former leaders of Thai Nguyen company were also expelled from the party.

To be honest, most Vietnamese leaders are rich (probably n x 10 million USD) but not that rich. They have a small plot of land and beside them are peasant neighbours. Most do not flaunt their wealth.

See the background (from Le Kha Phieu house).

Very seldom one see private swimming pools in Hanoi landed properties.

Leaders of elsewhere are definitely far more richer.

Seems Vietnam is following China's communist model. To be fair, Vietnam communist party is quite lucky the Communists Triumph over the KMT during the Chinese civil war, or else they would have never been able to rule Vietnam or even if by miracle they did, then they would have been contained and isolated by the KMT since the KMT was very anti communist and more expansionist (they were the ones who drew the nine dash line claim for China, and they still claim even Mongolia as part of China). Funny enough the CCP was more moderate.

People flock to General Vo Nguyen Giap house 2013 upon his passing. It is apparent that most Vietnamese leaders live simple life. They are dedicated communist to the end of their life.

Their children may be wealthy due to the old network of their parents (I guess its about n x 10 million for most).

Vietnam leaders are poor compare to Singapore, Malaysia, Thailand, US or China leaders

Đỗ Mười General Secretary of CPV, upon his passing and the funeral possession in front of his house . As one can see, Vietnamese leaders live among the people, humbly and simply.

The are down to earth and not out of touch of the population.

The peasants can often spot retired leaders strolling around the neighborhood.

Up to now leaders of CPV have not forget their mission to serve the people.
