The short answer is Biden. But the US Congress is the final say on war or military commitments. The US President can declare wars. Who is going to pay for it ? Under the US Constitution Congress approves the budget. In the long run US Congress decides which wars will be fought. If you wonder why USA is not in Afghanistan or Iraq anymore it is the US Congress. In cases of no clear national interest if you are the President you better hope for a short war where Congress does not have the President by the balls. Hence the quick wars with the Grenadas, Panamas of the world happen from time to time. At the end of the day there has to be a consensus in US Congress on open ended security commitments - NATO, South Korea, Japan, Australia, NZ, Israel, Saudi Arabia are the ones that come to mind. To the consternation of many PDF members India might added to this list.
On Ukraine most of us see a semi-decent country with all the right check boxes (European, White, Christian) wanting to stay independent of Russia. I do not consider Russia to be bad even though Putin is a thug. But I do not want to be fighting the Russians over the Baltics, Finland or Poland. I would rather bloody their noses in Ukraine. Yes, the US uses the imperial system and Russia uses metric. Big difference.
