They can start with Aerostat balloons to cover areas regularly patrolled. More money for electronic surveillance should be made available to find organizations. Rarely these kinds of attacks are lone wolfs, but usually a function of paid for actions by foreign intelligence agencies, either directly or indirectly.
MRAPs are a must. Something like the British Foxhound; Build specially for the terrain in Afghanistan, it is probably the best option as it can go through relatively narrow streets of villages.
We should look at building these in house; ToT, in large enough (Thouso that we can ditch the Toyota Hilux. We never know when and where the threat will come.
In the event of war with India, these vehicles should be able to navigate the plains and deserts on the eastern border (and the Marshes in the hands of the Pakistan Marines), and reinforce armored units. The war in Azerbaijan is showing that armored vehicles are not enough to save you these days, and its is about signature management and manure era warfare as well as using PGMs to win the day.
Drones should be integral to how the FC operates, all the way from the platoon level in MRAPs up to the Corp level with wide area persistent surveillance
