Its because they are on VBSS detail. It stands for vessel Visit, Board, Search, Seizure.

Also amphibious naval infantry brigade units are not special forces, including the AHT teams within it which I suspect the guys in photos belong.

Not just black vests. Black vests that were retired by SAT years ago before their transition to Condor made vests and transferred to the Marines later for their VBSS operations. Let me show you a picture below
