An average person might hesitate or even fail to set a vehicle on fire. They may not even know where to start. Especially if it is during a riot, they may panic instead and flea for their own life. At a time when a riot is taking place, they would have had to preplann and premeditate setting vehicles on fire. This was a preplanned hit. These are professional arsonists at work here!

Gendarmerie is paramilitary wing and what I advocate is a reserve Gendarmerie. There are so many unemployed young men out there and they can be brought into employment by having reservist like Territorial army in UK who train on weekly/monthly basis. They can also learn other skills via this program which can broaden their career horizon.

Active personal will always create a nightmare because the cost goes through the roof and at one time you will not be needing all personal. But when you need the extra bodies you simply tap into the auxiliary that is always on standby. To wait for new recruit you have to hold selection then putting them through training will take almost a year.

So many problems can be solved by having reserve paramilitary, from Borders security, Domestic security, Natural disaster management and even during the time of war they can fight along active military.

The number in my eyes will have to be 500K - 1 Million (or more), because we have to consider the population bomb that has gone off.

The Canadian Forces reserve training model is very good in my opinion. Pakistan should look into that. You basically can streamline manpower when required, not to mention the discipline it bringsbrings in life.

The judges of Pakistan's courts as well all politicians, soldiers, lawyers, media personnel, ministers have all been exposed to Islamic teachings from the day their opened their eyes in this world through possibly even some course work at college level. A bonus for the judges--a huge one--is that they also studied rigorous LOGIC and dealt with so many day to day concerns--corp laws, international law, ethics...everything under the sun!

Contrast that with your so-called religious scholar and his ability to be the arbitrator in all sorts of matters.

We shouldn't even be comparing the two!

These people you want as judges were involved and had a complete say in the formation of Blasphemy Laws. The had their say in the legislation, and that's as far as it goes for them. Judging is not their job, legislation was.

There's nowhere in Islam that Qazi has to be a religious scholar. Find any Hadith or reference from The Holy Quran.

This is one of the reason why we need to designate Protest Grounds at specific locations.
Protests outside of their designated locations NEED to be outlawed.

Otherwise, Whether anyone want to or not.
They will be linked to whatever happens during the riot whether the leadership wants to or not.
