It is because you don't know the definition of power. Here is the definition you'll find in text books: A enjoys power over B when A can force B to change its behavior in accordance to A's will.Iran isn't a power and it surely isn't stronger than Israel, France, the UK and China&Japan are not stronger than Russia.
Now I can give you tens of examples where Iran has done that. Please give me one example where France or England did so throughout last cople of years. They tried and failed to do anything to change Tehran's and Moscow's behavior in Syria and Ukrine, and Iraq. They may have material power but they are not playing any significant role in anything. They are good samples of aging powers who should retire and open space for younger ones.
