You are confusing liberal with nationalism (which is a right wing "movement"), which is the new narrative the CCP is proping up in order to legitimize it's rule in an era where the average Chinese wants more and more "empowerment". With economic prosperity in a relative sense come wishes for a greater role in the political sphere/decision making.
CCP knows that and creates tensions with neighbours to muster support through nationalism.
