US oil firms were negotiating oil pipeline with the Talibans (even Taliban leaders visited US for that) and that was going quite well until 9/11 happened. Talibans did decide to handover Osama but US gov just wanted to invade and setup camp. Aim of this war was to destabilise Pakistan through proxies that Americans and the Indians created and sponsored.
