This is just the literal context, and it clearly shows that it refers to those who disbelieved in the clear proof from the Messenger himself. Since today's non-Muslims do not have any Messenger present right now, these verses do not apply to them.

Another man who was actually killed for his liberal views was Muhammed Farooq Khan. He wrote a book called jihad aur katal and outlined the differences between each. Take a look at it sometime. He was active on a website too till he was killed in Mardan by the people with the same takfiri ideology as the Taliban in his practice (he was a great doctor and chancellor of Swat University). Ghamidi and Muhammed Farooq Khan in my view are the best scholars Pakistan ever produced. Ghamidi was forced to live in exile and Muhammed Farooq Khan died in Mardan, extremely patriotic guy and a loss for the nation. We should have protected him.
