NHAI to Launch Pilot Project for Implementation of “Pay as You Use” Tolling on Delhi-Mumbai Highway

Paving the way for the implementation of the Budget announcement regarding “Pay as you use” tolling in India, the National Highways Authority of India is executing a pilot project to study the implement ability of the system in the country. The pilot project involves implementing a satellite based electronic toll collection system running on GPS/GSM technology for around 500 commercial vehicles on the Delhi Mumbai national highway. The project will run for one year.

Working on a combination of mobile telecommunications technology (GSM) and the satellite-based Global Positioning System, the proposed tolling system would be able to deduct money from a vehicle account, credit the money to the concessionaire within one day and open the toll gate. In case of a failed transaction it would be able to alert the toll operator to collect payment manually and not open the gate

The pilot project will look at ways to integrate the new solution with the existing pre-paid wallet account offered by NHAI under the FASTag program. It will also draw a comparison between distance based tolling and the existing tolling system, as also virtual tolling Vs normal tolling.

The RFP for the project was floated on 25th Januray 2018. The pre-bid meeting is on 9th February and the Bid Due Date is 26th February, 2018.

46 Highway Nest (Mini) operational on NHs

The Highway Nest (Mini) project has been launched by National Highways Authority of India (NHAI) for providing facilities for the convenience of highway users.The Highway Nest (Mini) is under construction at all the 372 toll plazas on upside and downside of National Highways approximately at a distance of 200-250 m from the toll plazas. Highway Nest (Mini) will provide for drinking water, tea/coffee, packaged food/eatables and toilets for ladies/gents and physically challenged persons. 46 Highway Nests (Mini) have been constructedso far as follows:-

Pending Expressway Projects

TheGovt. of India had approved a plan for constructing 1000 km of Expressways under NHDP Phase-VI at the cost of Rs. 16,680 crore on DBFOT basis. Recently,the Cabinet Committee on Economic Affairs hasapproved the BharatmalaPariyojana Program under which Expressway projects (Ahmedabad-Dholera, Vadodara-Mumbai, Delhi-Meerut, Kanpur-Lucknow, Chennai-Bangalore, Delhi-Amritsar-Katra& Delhi-Jaipur) of aggregate length 1837 km. are envisaged to be developed.

Out of these, 800 km Expressways is to be implemented in Phase-I of BharatmalaPariyojana for which an outlay of Rs. 40,000 croreshas been approved. In addition to the above, the Govt. had also approved one more expressway, namely, Eastern Peripheral Expressway for a length of 135 km., the construction of which is in progress.

TheEastern Peripheral Expressway and Delhi-Meerut Expressway are currently under construction. The details of the Contractor/Concessionaire for the projects are as under:

NHAI to Launch Ranking System for Toll Plazas

National Highways Auority of India (NHAI) launched a countrywide drive on 10 February, 2018, to address issues that affect highway users, such as ease of tolling, electronic tolling/FASTag lane, cleanliness at toll plazas, behavior of the toll plaza staff, deployment of marshals, cleanliness of toilets, functioning of Highway Nest (Mini), wayside amenities and availability of ambulance and cranes in case of any emergency on the highway. Chairman, NHAI Shri Deepak Kumar directed all field Highway Operation Unit officers through video conference on 09 February, 2018 to visit at least two toll plazas each across the country and check the above facilities personally to improve the users convenience. Accordingly, a massive drive was launched on more than 300 toll plazas simultaneously across the country by the Highway Operation Division on 10th Feb 2018. The Highway Operation Officers visited toll plazas and addressed issues of user convenience and took feedback from the people.

Shri. Deepak Kumar has also said that NHAI is going to launch a ranking system of the toll plazas. Every quarter, the three best toll plazas will be identified and their names will be published on the NHAI website. He said he was confident that the competitive atmosphere created by the ranking of toll plazas will improve the amenities and overall convenience for highway users.

Shri Nitin Gadkari releases India’s first ever Highway Capacity Manual

Manual will guide Road Engineers and Policy Makers about Road Expansion

The Minister of Road Transport & Highways, Shipping and Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari released India’s first ever Highway Capacity Manual in New Delhi today. The manual, known as Indo-HCM, has been developed by CSIR – CRRI on the basis of an extensive, country-wide study of the traffic characteristics on different categories of roads like single lane, two-lane, multi-lane urban roads, inter-urban highways and expressways and the associated intersections on these roads. The study involved seven academic institutions including IITs at Roorkee, Mumbai and Guwahati, School of Planning and Architecture, New Delhi, Indian Institute of Engineering and Science and Technology, Shibpur, Sardar Vallabhai Patel National Institute of Technology, Surat and Anna University, Chennai.

The manual lays down guidelines for when and how to expand or manage different types of roads and their intersections and the level of services to be put in place. It is designed to be a useful tool for guiding road engineers and policy makers in the country. It has been developed based on the unique nature and diversity of traffic on Indian roads. While countries like USA, China, Malaysia, Indonesia, Taiwan developed their own Highway Capacity Manuals long time back, this is the first time that the manual has been developed in India.

Speaking on the occasion Shri Nitin Gadkari expressed hope that the long awaited manual would help in the scientific planning and expansion of road infrastructure in the country. Calling upon the scientific fraternity, as well as the designers, policy makers and executioners of highways projects the Minister said that India urgently needs to catch up with the world’s best technology and practices being used in the sector so that we are able to build world class infrastructure that is safe, cost effective and environment friendly. Shri Gadkari also underscored the need to popularize the use of new material like fly-ash, plastic, oil slag and municipal waste in road construction, saying that scientists and the media should also play an active role in this regard. He also called upon researchers and engineers to expedite formulation of a good design for safe and effective speed breakers for Indian roads.

The Minister informed that 6805 Km of National Highways have been declared in Karnataka between 2014-2017, as against only 6760 km upto 2014. With this the total length of national highways in the state has gone upto 13565 Km, including 6433 km declared in principle. He said, while there are 105 ongoing projects of length 2795 km worth Rs 19,638 Crores, another 19 projects of length 230 km and cost Rs 1676 crore will soon be awarded. 34 projects of length 4000 km and costing Rs 25000 crores have already been tendered while DPR is being prepared for 34 more projects. The following are the important highways projects in the state of Karnataka

Bangalore Ring Road (STRR)

  • NHAI has taken up the work of balance portion of STRR for Bangalore (West side) to Hosur in Tamil Nadu (connecting NH-4 to NH-7) under Bharatmala.
  • This Ring Road stretch connects Hosur, Anekal, Kanakapura, Ramanagara, Magadi, Dobaspet.
  • The total length of this ring road is about 140 km in Karnataka State and 45 km in Tamil Nadu with a tentative cost of Rs. 10,000 crores.
Shiradi Ghat Tunnel:

  • The work of construction of Tunnel for Shiradi Ghat for a length of 23.60 km with a tentative cost of Rs. 10,000 crores.
  • The project consists of 6 No. of tunnels with a total length of 12.60 kms.
  • The tunnel also connects with bridges having a longest bridge of 1.50 km with highest peer of 100 mtr.
  • The tunnel consists of 2 driving lane with one emergency lane for each tube i.e. 10.50 m carriage way width
Ring Road to Belgaum:

  • The construction of 4/6 laning of Belgaum bypass on western side with eastern side by connecting NH-4A to NH-4 having a total length of 55 km.
  • The tentative cost for this bypass will be around Rs. 1500 crores.
  • This bypass will ease the traffic congestion and to facilitate the through traffic in the city,
Six laning of Access Control of Bangalore – Mysore Section of Bangalore – Mallapuram economic corridor

  • This project is a part of economic corridor of Bangalore – Mallapuram.
  • Total length is 117 kms with an estimated cost of Rs. 7000 crores
  • This project consists of about 8 km elevated corridors, 9 major bridges and 4 ROBs.
  • The entire project has been provided with Access Controlled Service Road.
  • DPR has already been completed and bids have been received and are under evaluation.


Chennai- Bangalore Expressway:

  • Bangalore – Chennai Expressway is on a new alignment which will connected Bangalore with Chennai which is an import/export hub due to existence of sea port.
  • This project is identified as one of the priority projects under Chennai – Bangalore Industrial Corridor (CBIC).
  • It will provide connectivity to the proposed Multimodal Logistic Park at Dobaspet which can be accessed through NH-207 or Bangalore Ring Road from BCE.
  • This expressway passes through three states namely 76 kms in Karnataka, 91 kms in Andhra Pradesh & 94 km in Tamil Nadu with a tentative cost of Rs. 16,000 crores.
  • Land acquisition is in advance stage in Karnataka State.
Amaravati – Bengaluru section:

  • The connectivity between Bangalore and Amaravathi is through two routes - via Ananthapuramu and via Tirupathi.
  • Bengaluru to Amaravathi via Ananthapuramu passess through NH-7 - has already been completed with 4 lane Elevated Highway of 4.50 km enroute to Bengaluru International Airport (BIA).
  • The road from Bangalore to Amaravathi via Tirupathi passess through NH-4 and has already been completed to 4/6 lane (Bangalore – Kolar – Mulbagal –KNT/AP border).
Hyderabad – Bangalore section:

  • The connectivity between two Capital Cities i.e. Bangalore and Hyderabad via Ananthapuramu through NH-7 has already been developed with 4 lane Elevated Highway of 4.50 km enroute to Bengaluru International Airport (BIA).
Bharat Mala Project details for Karnataka

  • 41 nos of works aggregating to 3,726 Km amounting to Rs. 85,000 Cr are approved under Bharat Mala Programme.
  • 13nos of projects for a length of 1,435 Km amounting to Rs.20,000Cr is under implementation.
  • 12nos of projects for a length of 645 Km amounting to Rs.15,000 Cr is under bidding stage.
  • 16nos of projects for a length of 1646Km amounting to Rs.50,000 Cr is under DPR stage.
Sethu Bharatam Project Details for Karnataka

  • 07 ROBs aggregating to Rs.473Cr are under tendering.
  • Out of 7 Nos, 1 No. of ROB included under the 4 laning of Ballari – Hiriyur section under Bharatmala Pariyojana is being implemented.

Cabinet approves Six Laning of Nidagatta - Mysuru Section of NH-275 in Karnataka

The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi, has given its approval for six-laning of Nidagatta - Mysuru Section of NH-275 from km 74.200 to km 135.304 on Hybrid Annuity Mode in Karnataka.

The development of six-laning of about 61 km is estimated to cost approximately Rs.2919.81 crore including the cost of land acquisition and pre-construction activities. The civil construction cost is approximately Rs.2028.93 crore.

The project would also provide employment opportunities to locals during project construction. With the widening and improvement of the highway, the areas would experience greater economic growth resulting in higher employment opportunities for locals. An employment potential of 2,48,000 (appox.) mandays will be generated locally during the construction period of the Stretch.

The project road is a section of NH 275 connecting the two prominent cities in the state of Karnataka i.e. Bengaluru the commercial capital and Mysuru the cultural capital. Also, it links important places like Mangalore, Kodagu, parts of Kerala, etc. to Bangalore.

The existing 4 lane road has already crossed its capacity, resulting in traffic jams and accidents. The road is passing through congested and thickly populated towns and settlements like Maddur, Mandya & Srirangapatna, etc.

The upgradation to 6 Lanning alongwith 7m service road on each side and construction of bypasses at Maddur, Mandya & Srirangapatna and grade separated structures of this stretch of the National Highway will greatly reduce the time and cost of travel, particularly of heavy traffic plying in the region. The provision for by-passes will ensure decongestion of the urban areas of Maddur, Mandya & Srirangapatna. Elevated road has been proposed in the dense built-up areas of Maddur. The project entails construction of service roads of about 60.35 km on both sides, which would facilitate movement of local traffic in the inhabited /urbanized areas.

The bus shelters being developed at 21 places will be of great utility for enhancing public transport facilities. The existing traffic on this stretch is varying from existing 41433 to 52163 Passenger Car Units (PCUs) and keeping in view the expected traffic growth in the near future, the expansion to 6-Laning is a very timely step taken by the Ministry of Road Transport and Highways.

Intermodal Stations to come up in 15 cities ; DPR being prepared for pilot projects at Nagpur and Varanasi

IMS Projects will be implemented through spv between Ministries of Road, Railways and concerned State Government

The National Highways Authority of India (NHAI) has conducted detailed pre-feasibility studies for setting up Intermodal Stations at Nagpur and Varanasi, and the development of DPRs for this is in final stages of completion. Fifteen cities across the country have been prioritized for development of IMS of which Nagpur and Varanasi have been selected as pilot projects.

Intermodal Stations are terminal infrastructure which integrate various transportation modes like rail, road, mass rapid transit system, bus rapid transit,inland waterways , auto-rickshaws, taxis and private vehiclesetc, so that people can move from one mode to another seamlessly, with minimum use of automobiles. In most cities today, transport hubs like bus terminals, railway stations and others are located far from each other, so inter-modal transfers create pressure on the already congested roads. By bringing the different transport modes at one point, IMS will reduce congestion on roads and also vehicular pollution. IMS will also aid in city decongestion by encouraging the use of public transportation and by effectively using ring roads and National Highways for entry and evacuation of inter-city bus traffic.

Intermodal Stations are being planned in an integrated manner along with road network development through new connecting roads, bridges, flyovers etc. The stations will cater to passenger volumes for the next 30 years and will have world-class amenities like FOBs with travellators, subways, common waiting rooms, clean toilets and restrooms, integrated public information systems, modern fire-fighting and emergency response services, convenience stores, lifts and escalators, adequate circulation space and commercial establishments.

Multiple benefits exist in developing inter-modal stations over standalone terminals:

Aggregated footfall: Inter-modal stations witness higher footfall than disaggregated transport terminals

Improved passenger experience: Facilities are better managed due to collaboration of multiple entities and commercial development is driven by aggregated footfalls. In addition, passengers do not need to spend time and money to transit between terminals.

Sharing of resources: Shared infrastructure like FOBs, waiting rooms, concourses, public conveniences leads to reduced investment and land requirement. This lowers the investment requirements while increasing the overall synergies in the system

Development of inter-modal stations will also give a boost to commercial development and economic activity in cities, which can significantly alter the socio-economic profile of the development area.

The implementation and operation of the IMS will be done by a Special Purpose Vehicle (SPV) between Ministry of Road Transport & Highways through National Highways Authority of India , Ministry of Railways and respective State Governments. Members of the SPV will provide paid up capital or land as part of their equity contribution to the SPV. MoRTH / NHAI will fund the construction of the terminal infrastructure including railway infrastructure, ISBT, common areas (concourse, waiting rooms, transport retail), parking and other station facilities. Indian Railways / State Government will provide the land for construction of the IMS. Construction and O&M will be bid out to a private concessionaire on a hybrid annuity model (HAM). The commercial development rights will be bid out on a PPP mode, post commencement of operations of the IMS. The returns from commercial development will be used to recover the construction costs.

For the pilot project, the satellite railways stations at Ajni in Nagpur and Kashi in Varanasi have been selected for development of IMS. The salient features of these IMS is detailed in the table below :

NHAI to deploy all women toll collecting staff on international Women’s Day

Toll plazas to be ranked on the basis of available amenities

The National Highways Authority of India has decided to deploy all women toll collecting staff in day shift on at least one toll plaza close to the city area, in every state and UT of the country on 8th March 2018, International Women’s Day. If this initiative is successful, then it will be implemented across all toll plazas under operation by NHAI within the next 3 months. The Regional Officers have been instructed in this regard.

To improve the condition of toll plazas and create a competitive environment, NHAI is also doing a ranking of toll plazas based on various parameters directly affecting the highway users such as ETC adoptability, condition of ETC infrastructure, time taken in passing through the toll plaza using FASTag lane, deployment of Road Marshals, setting up point of sale of FASTag, FASTag Notice Board, behaviour of toll plazas staff, availability of toll plazas Manager, informative Sign Boards, general cleanliness, condition of flooring and feedback from highway users, availability of neat and clean Ladies/Gents/Divyang toilets, greenery and maintenance on NH stretch etc. NHAI Chairman Shri Deepak Kumar has issued strict instructions to all Regional Officers to ensure dedicated FASTag lane at each toll plazas where only FASTag affixed vehicles will be allowed to pass and the Road Marshals to ensure this. NHAI is also ensuring construction of Nest (Mini) at toll plazas, a short duration parking with litter bins, toilet facilities, water ATM, Kiosk with tea/coffee vending machine and pre-packaged food items, readiness and availability of recovery van, patrolling vehicle, and ambulances.

Plantation of Trees along Highways/Railways tracks

“Ministry of Environment, Forest and Climate Change (MoEF&CC) does not implement any scheme for plantations along the highway sides and on vacant land along railway tracks. The National Forest Policy (NFP), 1988 encourages plantation of trees alongside roads, railway lines, rivers, streams, canals etc. under social forestry. The Ministry in consonance with the NFP, 1988, has issued an advisory to State Forest Departments for partnering with Railways and National Highways Authority of India (NHAI) subject to the feasibility for taking up plantation of trees along the highway sides and vacant areas by the side of railway tracks. MoEF&CC also circulated Model Guidelines to all States/UTs for plantation on Railway land and plantation on sides of National Highways.

The Ministry of Road Transport & Highways has promulgated Green Highways (Plantation, Transplantation, Beautification & Maintenance) Policy-2015, under which plantations have been initiated in collaboration with Forest Departments and other agencies. No separate funds are earmarked for plantations along National Highways. Plantations are part of all National Highway projects and are undertaken as per the relevant contract provisions within the Right of Way of a national highway.

As per the information provided by Ministry of Railways, tree plantation is being done on Railway land on regular basis. At present an area of 41,417 hectares of Railway land is under afforestation.

Besides this, Ministry of Railways has also finalized a model agreement in consultation with Ministry of Environment, Forests and Climate Change to be entered between Zonal Railways and respective State Forest Department in January, 2016 for plantation of trees on Railway land along the railway track and station yards without transferring the ownership of the land in favour of State Forest Department. As per the provisions of the model Agreement, cost of the plantation including its protection and maintenance can be borne by State Forest Department or Railway Administration or can be shared by both. The plantation work on Railway land along the railway track has already been started under this agreement in some of the States. During the year 2017-18 (up to January 2018) Rs.85.25 lakh saplings have already been planted. The expenditure on plantation is done as part of maintenance of way and works. For plantation Rs.72.25 Crs. has been allotted during 2017-18 to all zones of Indian Railways.

The National Forest Policy (NFP), 1988 also envisages that tribal people and forests have a symbiotic relationship and therefore, it is the primary task of all agencies responsible for forest management, including the forest development corporations to associate the tribal people closely in protection, regeneration and development of forests as well as to provide gainful employment to people living in and around the forest. Further, to increase the forest cover in the country, afforestation programme is taken up under various Centrally Sponsored Schemes such as National Afforestation Programme (NAP), Green India Mission (GIM), Mahatma Gandhi Natinoal Rural Employment Guarantee Scheme (MGNREGS), Integrated Watershed Mangement Programme (IWMP) which from 2015-16 has been amalgamated as the Watershed Development Component of the “Pradhan Mantri Krishi Sinchayee Yojna (PMKSY)”and under Compensatory Afforstation Fund Management and Planning Authority (CAMPA).

MOEF&CC for afforestation and to increase forest cover in the country implements two Centrally Sponsored Schemes namely, National Afforestation Programme (NAP) and National Mission on a Green India (GIM). While NAP is being implemented for afforestation of degraded forest lands, GIM aims at improving the quality of forest/increase in forest cover besides cross-sectoral activities on landscape basis. These two schemes involve local people through Joint Forest Management Committees (JFMC) at the village level in the afforestation efforts and decision making in their area of implementation”.

NHAI Directs Field Officials to Strictly Monitor Condition of National Highways

The National Highways Authority of India is taking all efforts to ensure that National Highways are of good quality, safe, reliable, comfortable for road users and are maintained well.In a recent directive NHAI Chairman Shri Deepak Kumar has asked all Regional Officers/Project Directors to strictly monitor the road conditions and take timely action for rectification of damaged stretches through the concessionaires/contractors if the same is within their scope or through a selected agency, as per the extant policy of NHAI. He has directed that in case the concessionaire/ contractor fails to fulfil its contractual O&M obligations, appropriate damages as per agreements should be levied and appropriate action for maintenance should be initiated forthwith. Also, he has emphasized that if there is any laxity on the part of Independent Engineer, appropriate action against them will be taken.


Project Directors/Regional Officers have been directed to take pro-active action under the provisions of the Concession Agreement/Consultancy Agreement pertaining to projects being operated by the Concessionaire. Also, in case of the public funded projects (non-PPP Projects) where the O&M obligations is the direct responsibility of NHAI, the Project Directors/ Regional Officers have been directed to periodically inspect these highways and take remedial measures to ensure that the highway, at all times, is in traffic worthy condition and conforms to the maintenance requirements. The field officials are also being encouraged to take corrective/ preventive action so that adequate maintenance is done on these projects.In this regard, NHAI also takes cognizance of complaints received from road users about poorly maintained National Highways.

Five Road Rehabilitation Projects Approved for Uttar Pradesh

The Standing Finance Committee of the Ministry of Road Transport and Highways has approved Five road rehabilitation projects in Uttar Pradesh.

The existing road on NH 29E from Sonauli to Gorakhpur and from Jungle Kaudia to Mohaddipur will be upgraded to be converted to four lane under EPC mode. The total length of the project is 17.52 kms. It will be completed at a cost of Rs 288.30 crore.

Rehabilitation and upgradation of existing pavement to two lanes with paved shoulders on NH 730 on Kaptanganj to Padrauna section and a four lane ROB with service roads in Kushinagar district on EPC mode. The total length of the project is 27.75 kms. It will be completed at a cost of Rs 263.879 crore.

Rehabilitation and upgradation of existing pavement to two lanes with paved shoulders on NH 730 on Balrampur to Tulsipur section and a two lane ROB with service roads in Balrampur district on EPC mode. The total length of the project is 27.255 kms. It will be completed at a cost of Rs 212.99 crore.

Rehabilitation and upgradation of existing pavement to four lanes with paved shoulders on NH 96 on Allahabad bypass road junction to Allahabad city section on EPC mode. The total length of the project is 17.03 kms. It will be completed at a cost of Rs 306.59 crore.

Rehabilitation and upgradation of existing pavement to two lanes with paved shoulders on NH 730 on Ramnagar to SiswaBabu section with service roads on EPC mode. The total length of the project is 21.12 kms. It will be completed at a cost of Rs 185.18 crore.

Two Road Rehabilitation Projects Approved for Tamil Nadu

The Ministry of Road Transport and Highways has approved two road rehabilitation projects in Tamil Nadu.

The existing two lane road on NH 234 (Gudiathan bypass and Vellore bypass) will be provided with 1.5 m paved shoulder under EPC mode.The total length of the project is 49.35 kms. It will be completed at a cost of Rs 138.06 crore.

The existing two lane road on NH 383 (Dindigul – Natham section) will be provided with paved shoulder under EPC mode. The total length of the project is 38 kms. It will be completed at a cost of Rs 240.38 crore.

Seven Road Rehabilitation Projects Approved for Madhya Pradesh

The Ministry of Road Transport and Highways has approved seven road rehabilitation projects in Madhya Pradesh. These projects will be completed in 18 months, and shall include maintenance for 48 months.

Balance works of Rehabilitation & Up-gradation to two lane with paved shoulders flexible pavement of Bameetha-Satna section of NH-75 with total length 97.840 km on EPC Mode shall be carried out at a cost of Rs. 191.21 Crore.

Rehabilitation and upgradation to two lane with paved shoulders of Morena-Ambah-Porsa section of NH-552 Extn. on EPC Mode shall be carried out at a cost of Rs. 166.21 Crore. It will consist of two major and a minor bridge.

Rehabilitation and upgradation to two lane with paved shoulders of Porsa-Ater-Bhind section of NH-552 Extn.with total length of 46.9 kms on EPC Mode shall be carried out at a cost of Rs. 217.22 Crore. It will consist of construction of two major bridges, and widening of five minor bridges.

Rehabilitation and upgradation to two lane with paved shoulders of Mihona-Lahar-Daboh section of NH-552 Extn.with total length of 27.36 kms on EPC Mode shall be carried out at a cost of Rs. 133.18 Crore. It will consist of construction of a major bridge, and widening of three minor bridges.

Rehabilitation and upgradation to two lane with paved shoulders of Daboh-Bhander-UP Border section of NH-552 with total length of 43.255 kms on EPC Mode shall be completed in 18 months at a cost of Rs. 233.04 Crore. It will consist of construction of three major bridges, and widening of four minor bridges.

Rehabilitation and upgradation to two lane with paved shoulders of Reva-Sirmour section of NH-135B with total length of 36.71 kms on EPC Mode shall be carried out at a cost of Rs. 162.56 Crore.

The details of comprehensive and innovative strategies for road safety and security and technological innovations to combat and address various road traffic problems including frequent fatal accidents occurring on National Highways are as follows :

  1. Road Safety has been an area of concern with the Ministry of Road Transport & Highways. As regards the accidents caused due to road engineering deficiencies, a total of 789 black spots have been identified, of which 189 have been rectified. Work has been awarded in respect of another 219 black spots and 206 black spots are planned to be rectified over a period of next two years. The road safety provisions include construction of bypasses, flyovers, vehicular underpasses (VUPs), which are being implemented to ensure enhancement of safety features.
  2. Special focus is being laid on improving geometry of the roads with the intent of removal of unsafe turns and curves while taking up new road projects.
  3. One of the Concessionaires has used Robots for traffic diversion signaling during the road construction/ maintenance works, leading to no accidents at construction sites. The feasibility of replication of this use of technology by other contractors is being explored.
  4. Construction of elevated sections is being taken up in respect of National Highways which pass through the urban/inhabited areas in a number of cases. Details of the specific projects/ expenditure incurred thereon are being collected.
  5. All the Concessionaires are mandated to make provision for recovery vans, cranes and ambulances stationed at various Toll Plazas in order to address the ‘golden hour’ rescue management operation in the event of accidents. The NHAI has now invited bids for ‘Total Incident Management Services’ in respect of two states of Rajasthan and UP as a pilot.
  6. The use of effective technology solutions like ROMDAS & equivalent solutions have been introduced for monitoring the road conditions/ health of roads as part of the monitoring mechanism.
  7. 100% of the lanes on 418 Toll Plazas managed by NHAI are being equipped with ETC systems, which is expected to be completed by 31.03.2018. Use of Fastags for efficient pass through the Toll Plazas is being enhanced. So far, more than 9.00 lakh Fastags have been issued.
  8. Further, Information Technology (IT) enabled Intelligent Transportation Systems (ITS) is proposed to be implemented in the Eastern Peripheral Expressway (EPE). The use of ITS envisages the use of Advanced Traffic Management System (ATMS) along-with Automated Tolling, Electronic Toll Collection and Video Detection as well as incident management system. ITSis expected to play a significant role in reducing congestion project enabling seamless traffic flow and enhancing safety.

Steps taken by the Government to prevent Road Accidents

The Ministry of Road Transport and Highways has taken a number of steps to prevent road accidents and road accident fatalities . These include

  1. The Government has approved a National Road Safety Policy. This Policy outlines various policy measures such as promoting awareness, establishing road safety information data base, encouraging safer road infrastructure including application of intelligent transport, enforcement of safety laws etc.
  2. The Government has constituted the National Road Safety Council as the apex body to take policy decisions in matters of road safety.
  3. The Ministry has requested all States/UTs for setting up of State Road Safety Council and District Road Safety Committees, and to hold their meetings regularly.
  4. The Ministry has constituted Group of Ministers of State Transport Minister to examine the best practices of Transport and suggest issues to improve road safety.
  5. Based on the recommendation of Group of Minister, the Ministry introduced Motor Vehicle (Amendment) Bill 2017 covering entire gamut of road safety.
  6. The Ministry has formulated a multi-pronged strategy to address the issue of road safety based on 4 ‘E’s viz. Education, Engineering (both of roads and vehicles), Enforcement and Emergency Care.
  7. Road safety has been made an integral part of road design at planning stage.
  8. Road Safety Audit of selected stretches of National Highways has been taken up.
  9. The threshold for four laning of national highway has been reduced from 15,000 Passenger Car Units (PCUs) to 10,000 PCUs. About 52,000 Km of stretches of State Highways has been identified for conversion to national highways.
  10. Setting up of model driving training institutes in States and refresher training to drivers of Heavy Motor Vehicle in the unorganized sector.
  11. Advocacy/Publicity campaign on road safety through the electronic and print media.
  12. Tightening of safety standards for vehicles like Seat Belts, anti-lock braking system etc.
  13. High priority has been accorded to identification and rectification of black spots (accident prone spots) on national highways.
  14. Guidelines for identification and rectification of black spots, carrying out road safety audits and preparation of road safety improvement proposals on NHs and also guidelines on implementation of road safety engineering measures on state roads under Central Road Fund (CRF) have been issued.
  15. 789 black spots based on fatalities in 2011,2012,2013 and 2014 calendars years have been identified. So far 189 spots have already been rectified. Rectification measures at 256 spots have been sanctioned which are in various stages of implementation. 138 spots are on State Government roads / with other agencies. The balance 206 spots would be taken separately or would be rectified as part of ongoing projects.
  16. As a measure of supplementing the efforts of States / UTs for minimizing the accident potential at the identified locations / stretches through engineering improvement on state roads, Ministry of Road Transport & Highways had taken a decision to sanction road safety works on state roads with an earmarked allocation of 10% of funds allocated to the state roads under Central Road Fund.
  17. Ministry has delegated powers to Regional Officers of MORTH for technical approval to the detailed estimates for rectification of identified Road Accident black spots for expediting the rectification process to ensure safety of road users.
  18. Ministry had issued guidelines vide O.M. dated 14.1.2016 for taking up of Road Safety Audits on National Highways either as part of EPC/BOT projects or as stand-alone Road Safety Audits.
  19. Guidelines for pedestrian facilities on National Highways for persons with disabilities have also been issued to all States / UTs.
  20. In order to ensure safe and smooth flow of traffic, Ministry of Road Transport & Highways has envisaged a plan for replacement of all the Level Crossing on National Highways by ROBs / RUBs and replacement / widening / strengthening of weak and narrow bridges under a scheme SetuBhartam. Under this programme, construction of 208 Level Crossings at an estimated cost of Rs. 20,800 Crore are included.
  21. Two National Level Workshops and several Regional Training workshops in 11 states have been organized on Road Safety Engineering.
  22. A Certification Course for Road Safety Auditors has been commenced in Indian Academy of Highway Engineers (IAHE) and 42 Auditors are certified.
  23. Ministry of Road Transport & Highways has constituted a District Road Safety Committee in each district of the country to promote awareness amongst road users under the chairmanship of Hon’ble Member of Parliament (Lok Sabha) from the district.

Study Points to Possibility of Duplicate Licences

As per an analysis done in January, 2015 on National Register for Driving Licences by National Informatics Centre (NIC) regarding fake driving licenses, it was found that there is a possibility of duplicate licences. As on 5th January, 2015, out of total 6,70,16,851 driving licences records available, 16,72,138 records were found to be possible duplicates spread over 7,99,923 clusters. The percentage of probable duplicates stands at 2.5 percent as per this exercise. This information has been shared with respective states for further action.



Provisions regarding issue of driving licences are contained in Chapter II of Motor Vehicles Act, 1988(MV Act) and Chapter II of Central Motor Vehicles Rules, 1989(CMVRs). Rule 15(2) of the CMVRs states that the test of competence to drive referred to in sub=-section (3) of section 9 shall be conducted by the licensing authority or such other person as may be authorised in this behalf by the State Government. Implementation of provisions of MV Act and CMVRs come under purview of State Governments concerned.

The Motor Vehicles (Amendment) Bill, 2017, passed by Lok Sabha and presently in Rajya Sabha for consideration and passing inter-alia proposes many clauses which will promote simplification and citizen facilitation. Further, the Ministry has introduced online based citizen centric application VAHAN 4.0 and SARATHI 4.0 to ease out the process of obtaining driving licences such as online application, payment of fees or booking an appointment at the RTO for a new Driving Licence etc.

Chennai-Tada National Highway Project

National Highway Authority of India (NHAI) had awarded six-lanning of Chennai – Tada Section of NH-5 to M/s. L&T Chennai Tada Tollway Ltd. under DBFOT mode on 03.06.2008. The work commenced on 03.04.2009 with 30 months completion period. After completion of 55.65% work, the Concessionaire was not willing to complete the remaining work and issued termination notice to NHAI. As NHAI did not accept the termination notice, M/s. L&T Chennai Tada Tollway Ltd. approached Hon’ble High Court of Delhi for handing over the project to NHAI. The Hon’ble High Court of Delhi vide order dated 03.05.2016 directed NHAI to take over the project from M/s. L&T Chennai Tada Tollway Ltd. and to remit the toll collection amount into Escrow account.

Consequent upon taking over of the project, NHAI has taken necessary steps to complete the balance 6 lanning of Chennai – Tada section of NH-5 under EPC mode. The contract for the stretch from km 21/400-54/400 has already been awarded. A consultant has been engaged for preparation of DPR for construction of the elevated corridor in balance stretch from Madhavaram to Nallur section of NH-5.

Incident Management System of NHAI

The National Highways Authority of India is in the process of rolling-out an integrated setup through the Traffic Incident Emergency Management System (TIMS), where Incident Management Contractors will be appointed at a state/regional office level for providing ambulances, tow-away cranes and highway surveillance vehicles across all highways in the state / region, and a Regional Command and Control Centre for monitoring and operations, in the States of Rajasthan and Uttar Pradesh on a pilot basis.

Many highways are already covered by ambulances, patrol vehicles and tow-away cranes through incident management services provided by BOT and OMT highway concessionaires. In each of the pilot states of Rajasthan and Uttar Pradesh, tentatively 100-110 additional ambulances are planned to be provided through the Incident Management service contractor.

Bids are being invited for providing Integrated Incident Management services across highways for the pilot project. The implementation is expected to take 6-9 months. On successful implementation in these two states, the program will then be scaled up to a national level.

Government Proposes Multi-Modal Transport in Million Plus Cities

Shri Mansukh Mandaviya, Minister of State for Road Transport and Highways, Shipping and Chemicals & Fertilizers, in a written reply to the Rajya Sabha yesterday informed that the Government has announced the launch of public and shared transportation based on electric power train, through a system of Expression of Interest (EoI) issued on 31st October 2017. Under this EoI, a grant of up to Rs.105 crore per city with million plus population and special category states, was proposed to be extended by the Government of India through demand incentives in combinations of electric buses, electric 4-wheeler passenger cars and electric 3-wheelers.

The last date for receipt of proposals under this EoI was 30th November, 2017. This EoI has received tremendous response. The Department received 47 proposals from 44 cities across 21 states having requirement of 3144 E-buses, 2430 E-Four Wheeler Taxies and 21545 E-Three Wheeler Autos. After evaluation of these proposals, eleven cities were selected for funding under the present Expression of Interest as the pilot project. These include Delhi, Ahmedabad, Bengaluru, Jaipur, Mumbai, Lucknow, Hyderabad, Indore, Kolkata, Jammu, Guwahati.

To augment charging infrastructure for public transport, the funding for setting up of the charging infrastructure with a ceiling of Rs.15 crore per city was also proposed for the selected cities.

Shri Nitin Gadkari to launch Sukhad Yatra App and Toll-free Emergency number for Highway users

To also launch the scheme for District Driving Training Centres, Grant of financial assistance for Road Safety Advocacy and Awards for outstanding work in the field of Road Safety

Union Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari will launch a mobile App and Toll-free Emergency number for Highway users tomorrow in New Delhi.

Sukhad Yatra mobile application has been prepared by National Highways Authority of India, NHAI, to empower the Highway user. The key feature of the app includes provision for the user to enter road quality-related information or to report any accident or pothole on the highway. It also provides users with real-time data related to waiting time expected at Plazas and various facilities like points of interest, highway nest/nest mini, etc., available across the highway. The app can also be used by the users to purchase the FASTag tag and further facilitate the highway user experience.

A toll-free number, 1033, will enable users to report an emergency condition, or highway-related feedback, across the highway. The service has also integrated with various ambulance/tow away services along the road to ensure rapid response time in emergency. The service is supported by a multi-lingual support and user location tracking features to provide the user with accurate and responsive complaint resolution.

At least one model driving training centre will be set up in each district of the State or UT. financial assistance of up to Rs. 1 Crore will be provided by the Ministry. The agency shall also invest equal amount of the grant under the scheme. The scheme is designed with an objective of creating employment and meeting the requirement of HMV and LMV drivers in the country. It also aims at inculcating the habit of road safety, like behavioral and attitudinal changes among drivers. Training course will be conducted for drivers who carry dangerous/hazardous goods. The agencies willing to open the centre shall be required to provide infrastructure facilities like land, class rooms, simulator, etc.

Under the scheme for grant of financial assistance for administering Road Safety Advocacy and awards for the outstanding done in the field of Road Safety, assistance up to Rs. 5 lakh will be provided to NGO / Trust / Cooperative Societies and another agencies for administering road safety programme. Three awards of Rs. 5 lakhs, Rs. 2 lakh and Rs. 1 lakh will be given in each State / UT to the individuals of agencies engaged in road safety advocacy and allied activities.

The Government has adopted many comprehensive and innovative strategies to combat and solve various road traffic problems including frequent fatal accidents occurring on National Highways using safety and security gadgets and technological innovations. The details are as follows-

  1. Road Safety has been an area of concern with the Ministry of Road Transport & Highways. As regards the accidents caused due to road engineering deficiencies, a total of 789 black spots have been identified, of which 189 have been rectified. Work has been awarded in respect of another 219 black spots and 206 black spots are planned to be rectified over a period of next two years. The road safety provisions include construction of bypasses, flyovers, vehicular underpasses (VUPs), which are being implemented to ensure enhancement of safety features.
  2. Special focus is being laid on improving geometry of the roads with the intent of removal of unsafe turns and curves while taking up new road projects.
  3. One of the Concessionaires has used Robots for traffic diversion signaling during the road construction/ maintenance works, leading to no accidents at construction sites. The feasibility of replication of this use of technology by other contractors is being explored.
  4. Construction of elevated sections is being taken up in respect of National Highways which pass through the urban/inhabited areas in a number of cases. Details of the specific projects/ expenditure incurred thereon are being collected.
  5. All the Concessionaires are mandated to make provision for recovery vans, cranes and ambulances stationed at various Toll Plazas in order to address the ‘golden hour’ rescue management operation in the event of accidents. The NHAI has now invited bids for ‘Total Incident Management Services’ in respect of two states of Rajasthan and UP as a pilot.
  6. The use of effective technology solutions like ROMDAS & equivalent solutions have been introduced for monitoring the road conditions/ health of roads as part of the monitoring mechanism.
  7. 100% of the lanes on 418 Toll Plazas managed by NHAI are being equipped with ETC systems, which is expected to be completed by 31.03.2018. Use of Fastags for efficient pass through the Toll Plazas is being enhanced. So far, more than 9.00 lakh Fastags have been issued.
  8. Further, Information Technology (IT) enabled Intelligent Transportation Systems (ITS) is proposed to be implemented in the Eastern Peripheral Expressway (EPE). The use of ITS envisages the use of Advanced Traffic Management System (ATMS) along-with Automated Tolling, Electronic Toll Collection and Video Detection as well as incident management system. ITS is expected to play a significant role in reducing congestion project enabling seamless traffic flow and enhancing safety.

Twenty projects covering length of 866 Km amounting to Rs.5972 Cr have been sanctioned and are in progress in the state of Telangana. Construction of bypass from Dhanbad to Raipur

A Bypass from Dhanbad to Raipur has been envisaged under Economic Corridor of BharatmalaPariyojana. The approximate length of the road is 707 km. The preparation of Detailed Project Report of the road has started and bids for Bilaspur to Urga section has been invited. The corridor will boost the economy of area which in turn will create various types of job opportunities for farmers, entrepreneurs and unemployed people.

Steps to Curb Road Accidents

The Ministry of Road Transport and Highways has taken a number of steps to prevent road accidents and road accident fatalities as per details mentioned under: -

  1. The Government has approved a National Road Safety Policy. This Policy outlines various policy measures such as promoting awareness, establishing road safety information data base, encouraging safer road infrastructure including application of intelligent transport, enforcement of safety laws etc.
  2. The Government has constituted the National Road Safety Council as the apex body to take policy decisions in matters of road safety.
  3. The Ministry has constituted Group of Ministers of State Transport Minister to examine the best practices of Transport and suggest issues to improve road safety.
  4. Based on the recommendation of Group of Minister, the Ministry introduced Motor Vehicle (Amendment) Bill 2017 covering entire gamut of road safety.
  5. The Bill contains the provision of creation of Motor Vehicle Accident Fund, implementation of Cashless Treatment Scheme during Golden Hour, setting up of a dedicated agency for road safety viz. National Road Safety and Traffic Management Board (NRSTMB), enhancement of penalty for traffic rule violations, etc. which have direct impact on road safety.
  6. The Ministry has formulated a multi-pronged strategy to address the issue of road safety based on 4 ‘E’s viz. Education, Engineering (both of roads and vehicles), Enforcement and Emergency Care.
  7. Road safety has been made an integral part of road design at planning stage.
  8. Road Safety Audit of selected stretches of National Highways has been taken up.
  9. The threshold for four laning of national highway has been reduced from 15,000 Passenger Car Units (PCUs) to 10,000 PCUs. About 52,000 Km of stretches of State Highways has been identified for conversion to national highways.
  10. Setting up of model driving training institutes in States and refresher training to drivers of Heavy Motor Vehicle in the unorganized sector.
  11. Advocacy/Publicity campaign on road safety through the electronic and print media.
  12. Tightening of safety standards for vehicles like Seat Belts, anti-lock braking system etc.
  13. High priority has been accorded to identification and rectification of black spots (accident prone spots) on national highways.
  14. Guidelines for identification and rectification of black spots, carrying out road safety audits and preparation of road safety improvement proposals on NHs and also guidelines on implementation of road safety engineering measures on state roads under Central Road Fund (CRF) have been issued.

In order to ensure safe and smooth flow of traffic, Ministry of Road Transport & Highways has envisaged a plan for replacement of all the Level Crossing on National Highways by ROBs / RUBs and replacement / widening / strengthening of weak and narrow bridges under a scheme SetuBhartam. Under this programme, construction of 208 Level Crossings at an estimated cost of Rs. 20,800 Crore are included.
  21. Two National Level Workshops and several Regional Training workshops in 11 states have been organized on Road Safety Engineering.
  22. A Certification Course for Road Safety Auditors has been commenced in Indian Academy of Highway Engineers (IAHE) and 42 Auditors are certified.
  23. Ministry of Road Transport & Highways has constituted a District Road Safety Committee in each district of the country to promote awareness amongst road users under the chairmanship of Hon’ble Member of Parliament (Lok Sabha) from the district.

Pending Accidents Claim Cases

The Ministry of Road Transport and Highways constituted a Group of Ministers (GoM) from across states to deliberate upon and propose strategies for reducing road fatalities and to suggest actionable measures for implementation. On the basis of recommendations of the GoM, Ministry introduced the Motor Vehicles (Amendment) Bill, 2016 in the Parliament (Lok Sabha) on 9th August, 2016 for consideration and passing. The Motor Vehicles (Amendment) Bill, 2017 passed by Lok Sabha on 10th April, 2017 and presently in Rajya Sabha for consideration and passing, inter-alia, proposeshikes in compensation for third party insurance cover, compensation in case of hit and run cases, scheme for the treatment of victims during the Golden hour and various clauses which will promote speedy disposal of long pending accident cases.

Road Rehabilitation Projects approved for Punjab

The Ministry of Road Transport and Highways has approved the rehabilitation and upgradation of three road stretches in Punjab.

The national highway between Makhu and shall be upgraded to two-lanes with paved shoulder under EPC mode. The approximate length of this stretch is 24.60 kms. The project will cost about Rs 130.313 crore. Two ROBs are proposed on the stretch, with equal number of major and minor bridges. Existing 13 culverts will be reconstructed.

The 38 km stretch of the NH-254 between Mutki and Jawahar Singh Wala shall be upgraded to two lanes with paved shoulders under EPC mode. The project will cost about Rs 117.78 crore. Three minor bridges are proposed on the stretch. Of the existing 61 culverts, 59 will be reconstructed, while a new culvert will be constructed in realignment portion.

The ‘in principal’ NH between Moga and Makhu and Harike to Khalra shall be rehabilitated and upgraded to two lanes with paved shoulders under EPC mode. The project will cost about Rs 293.64 crore. A major bridge and 10 minor bridges are proposed on the stretch, along with two ROBs. Of the existing 51 culverts, 39 will be reconstructed, while 12 of them will be repaired and widened.

Environment clearance for the projects is not required, and the process for forest clearance has already been started.

Allocation of funds for Bharatmala Projects

The Cabinet has accorded approval to the investment proposal for the programme Bharatmala Pariyojana (BMP) Phase-I on 24.10.2017 for development/upgradation of 34,800 km of National Highways (NHs). There are six components under this approved programme apart from balance works under the ongoing National Highways Development Project (NHDP). This is to be implemented over a period of five years from 2017-18 to 2021-22 with approved outlay of Rs.5,35,000 Crore. Bharatmala Pariyojana is a new umbrella programme that focuses on optimizing efficiency of freight and passenger movement across the country by bridging critical infrastructure gaps through effective interventions.

In addition, 48,877 kms of projects under other ongoing schemes like NH(O), Special Accelerated Road Development Programme in North East (SARDP-NE), Externally Aided Projects (EAP) and Roads Projects in left Wing Extremism Affected Areas (LWE) are also to be implemented during the same period. This has an approved outlay of Rs.1,57,324 Crore. Therefore, including Bharatmala Pariyojana Phase-I, 83,677 kms of highway sector projects are proposed to be implemented with an overall cost of Rs.6,92,324 Crore.

National Highways Authority of India (NHAI) is borrowing from the market through the Internal Extra Budgetary Resources (IEBR) route. In 2017-18, NHAI has raised Rs 8,500 crore from LIC and Rs 10,000 crore from EPFO through taxable bonds. Further, NHAI issued rupee denominated Masala Bonds of Rs 3,000 crores through the London Stock Exchange on 11.05.2017. In addition, NHAI is in the process of raising funds through monetization of operational National Highway assets through the Cabinet approved Toll-Operate-Transfer (TOT) model. The first bundle of TOT projects comprising nine project stretches with aggregate length of around 680 kms has already been bid out.

Road Rehabilitation projects approved for Andhra Pradesh

The Ministry of Road Transport and Highways has approved the improvement and reconstruction of two road stretches in Pradesh.

The 47.655 km stretch of SH-57 between Chikkamagaluru and Bilikere shall be upgraded to two lanes with paved shoulders under EPC mode at a cost of about Rs 325.86 crore. The project includes 11 minor bridges and 59 culverts.

The 50.06 km stretch of NH-150A between Huliyar to KB Cross and KB Cross to Nelligereshall be upgraded to two lanes with paved shoulders under EPC mode at a cost of about Rs 242.61 crore. The project includes 12 minor bridges and 148 culverts.

Road Rehabilitation Projects approved for Jammu and Kashmir

The Ministry of Road Transport and Highways has approved the rehabilitation and upgradation of two major roads in the Jammu and Kashmir State.

The Jammu - Akhnoor section of National Highway number 144A from 4thTawiBridge to Hanuman Chowkshall be upgraded to four lanes with paved shoulders under EPC mode. The project road is part of newly declared National Highway Jannu-Akhnoor-Poonch. The length of this stretch is 30.097 kms. The project will cost about Rs 914.48 crore.

The Chenani - Sudhmahadev section of National Highway 244shall be upgraded to two lanes with paved shoulders under EPC mode. A tunnel of 4.5 kms has also been proposed between Sudhmahadev and Goha village to operationalise the re-alignment. The length of this stretch is 16.99 kms. The project will cost about Rs 255.90 crore.

Road Strengthening projects approved for Odisha

The Ministry of Road Transport and Highways has approved the rehabilitation and upgradation of two road stretches in the State of Odisha.

The 53.79 km stretch of NH-59 from 173/370 km to 229/400 km shall be strengthened and widened to two lanes with paved shoulders under EPC mode at a cost of about Rs 214.23 crore.

The 56.6 km stretch of NH-49 from 269/300 km to 328/200 km shall be strengthened and widened to two lanes with paved shoulders under EPC mode at a cost of about Rs 199.16 crore.

NHAI awards Contract for Dwarka Expressway in Haryana

The National Highways Authority of India, NHAI, has issued Letter of Award - LOA for Package-4 of Dwarka Expressway from Basai RoB to NH-8 – SPR intersection in the State of Haryana on EPC under Bharatmala Pariyojna. Development of this section of Dwarka Expressway will ensure seamless and safe movement of traffic between Delhi-Gurgaon and help in decongestion of existing Delhi-Gurugaon Expressway.

This eight-lane Expressway (NH-248 BB) will be constructed on EPC Mode at a cost of Rs 1047.007 crore. The 8.76 km stretch of the road will be constructed by M/s Larsen and Toubro Ltd. The project comprises of 8-lane elevated structure for main carriageway of Dwarka Expressway, Trumpet Interchange for Manesar Road and Cloverleaf interchange with NH-8-SPR intersection. The completion period of the project is two years with maintenance period of four years. Under the project, a minor bridge will be widened, additional ROBs, five VUP, six Bus Bays with Bus Shelter will be erected and four Junction Improvements will be carried out.

Dwarka Expressway has to be implemented in 5 Packages. The first package of 5.3 kms is from Shiv Murti to RuB, the second of 4.2 kms from RuB to Haryana border, package 3 from Haryana border to Basai RoB - 10.2 Kms, package 4 from Basai RoB to NH-8 – SPR intersection - 8.77 Kms, and the fifth package - 5 kms of Western Airport Connectivity from Dwarka Expressway through tunnel.

Highway Projects

Fourteen hundred seventy sanctioned projects amounting to Rs. 432538 Crore having length 44108 km are under construction which includes seventy-one projects amounting to Rs.21042 Crore having length 1647 km in the state of Kerala and West Bengal. Three hundred forty-three projects are facing problems in timely completion of projects. These projects are likely to be completed by Dec 2020. In order to ensure timely completion of the projects and their subsequent maintenance, regular meetings are held with project developers, State Governments and contractors. Regular review meetings are held in Head Quarter by Ministry/ NHAI with Regional Officers, concessionaires /contractors to make the construction of projects hassle free. To expedite completion of these projects, various steps are also taken which include streamlining of land acquisition & environment clearances, exit for equity investors, premium re-scheduling, close coordination with other Ministries, revamping of dispute resolution mechanism, frequent reviews at various levels etc.Details of the ongoing projects for construction and development of the National Highways are given below :

Personal Rapid Transit Project

Expression of Interest has been invited for Development of Personal Rapid Transit System (PRT) Delhi-Gurgaon Pilot Project Corridor (Length: 12.30 kms) from Km 24.00 at NH-8 (Delhi-Haryana Border) – Km 33.50 (Rajiv Chowk, Gurgaon)-NH-248A Sohna Road on Design, Build, Finance, Operate and Transfer (“DBFOT”) basis. This Expression of Interest has been invited as per the report/recommendation of the High Level Committee. The Committee has recommended to follow Automated People Movers (APM) Standards prepared by American Society of Civil Engineers (ASCE) along with the general safety requirements, system safety principles, traffic control and protection etc.

The Ministry of Road Transport and Highways has issued notification G.S.R 1483(E) dated 07.12.2017 vide which Motor vehiclesofcategoryM1,manufacturedonandafterthe1st day of July, 2019, are to complywith additional safety features like seat belt reminder, manual over-ride, speed alert system, vehicle reverse gear sensor etc. and its requirements as stipulated inAutomotive Industry Standard(AIS) 145 -2017 as amended from time to time.

The Ministry has issued notification G.S.R 634(E) dated 23.06.2017 vide which Rules of Road Regulation were published mandating the duties of road users for safe travel and reducing road accidents.

Intermodal Stations

The Government is planning to build Intermodal Stations in fifteen cities of the country. Nagpur and Varanasi have been taken of as pilot cities for development. Currently the DPR is in progress for these cities. The other cities are Delhi, Jaipur, Mumbai, Pune, Bangaluru, Madurai, Chennai, Hyderabad, Amaravati, Vishakapatnam, Bhubaneshwar, Kolkata and Guwahati.

The Inter-Modal Stations are proposed to be developed through Special Purpose Vehicle (SPV) to be established amongst between Ministry of Road Transport and Highways, Ministry of Railways and respective State Governments. Members of SPV shall provide land or paid up capital as equity in the SPV.

Bharatmala Project

The Cabinet has approved the investment proposal for the programme Bharatmala Pariyojana (BMP) Phase-I on 24.10.2017. Bharatmala Pariyojana Phase-I is based on detailed O-D(Origin-Destination) study, freight flow projections and verification of the identified infrastructure gaps through geo mapping, using data from Bhaskaracharya Institute for Space Applications and Geo-Informatics (BISAG) and from other sources with the objectivity of improving connectivity throughout the country. Six components of Bharatmala Pariyojana Phase –I are Economic Corridors, Inter corridors and Feeder Roads, National Corridors Efficiency Improvement, Border and International Connectivity Roads, Coastal and Port Connectivity Roads & Expressways. The projects under Bharatmala Pariyojana shall be implemented on Public Private Partnership (PPP) [Build Operate-Transfer(BOT-Toll), Hybrid Annuity] and Engineering, Procurement & Construction (EPC) mode depending upon the financial viability of the projects.

It is proposed to develop Ring Roads around 28 major cities across the country under the Bharatmala Pariyojana.

Government has increased through put on the identified economic corridors, National corridors, etc. by augmenting lane capacity of NH carriageway. This will help in reducing traffic congestion to a great extent.

NHAI awards Contract for Gurgaon –Sohna road in Haryana

The National Highways Authority of India, NHAI, has issued Letter of Award - LOA for development of NH-8 (Delhi – Jaipur Highway) in the State of Haryana on Hybrid Annuity Mode. Development of this section of Dwarka Expressway will ensure seamless and safe movement of traffic between Delhi-Gurgaon and help in decongestion of existing Delhi-Gurugaon Expressway. This involves six-laning and strengthening of two separate sections of about nine and 13 kilometers of NH-248A in Gurugram at a cost of Rs 1255.77 crore. The project comprises four minor bridges, a flyover and five FOBs.

This stretch of Gurgaon –Sohna road will ultimately provide alternative connectivity of NH-8 to KMP Expressway and also help in decongestion of Delhi-Mumbai Corridor and enhance the efficiency of this stretch.

NHAI Receives Best Design Pavilion Award at 105th Indian Science Congress at Imphal

The NHAI pavilion at 105th Indian Science Congress- Pride of India Expo held at Imphal from 16-20 March 2018 has been adjudged as BEST DESIGN PAVILION. The award was conferred by Dr. Najma Heptulla, Governor of Manipur.

The NHAI had put up an exhibition stall to showcase its Projects and other initiatives like Electronic Toll Collection, Wayside Amenities, Incident Management, Swachh Bharat Abhiyan, Road Safety etc. The stall attracted huge number of visitors which included delegates/ scientists attending the congress from various parts of the country, School and College Students and other local visitors. Apart from showcasing the Projects, a Selfie Point was created with a good Highway Projects at the background.

Besides this, NHAI Exhibition stall at "Destination Bihar Expo 2018" held at Gandhi Maidan, Patna from 09-13 March 2018 ranked at Third Position in “Government Sector category”. The exhibition was jointly organized by Bihar Industries Association and Department of Industries, Govt. of Bihar

(ii) 4 Laning of Package II from Puducherry to Poondiyankuppam for 38 km Length with Rigid Pavement. The Concession Period is 17.0 years including Construction Period of 2.0 years. The Project will have 3 Major Bridges, 6 Minor Bridges, 3 Rail Over Bridges, 6 Flyovers, 4 VUPs, 5LVUPs and a Bypass of 33.58 km.

(iii) 4 laning of Package III from Poondiankuppam to Sattanathapuram comprises of development of 56.80 km of project length to 4-lane with rigid pavement from Poondiankuppam to Sattanathapuram. The concession period is 17 years including construction period of 2 years. The project will have 2 ROBs, 5 major bridges, 2 Major Bridge cum Flyover, 25 minor bridges, 1 Minor Bridge cum VUP, 12 Flyovers and 4 bypasses of a total length of 18.78 km.

NHAI Awards contract for ROB Project on National Highway in Kerala

The National Highways Authority of India (NHAI) has issued Letter of Award (LOA) for development of 4-lane ROB of 0.780 km length near Neleshwaram (Pallikara Railway Gate) of NH-17(New NH-66) in Kerala with total capital cost of Rs 81 Crore to M/s EKK Infrastructure Ltd. on EPC Mode.

The existing level crossing No. 269 at Pallikara (Nileshwara)in Kasargod district is the busiest level crossing and about 35 No. of trains runs through this level crossing daily, so the gate has to be closed often and thereby causing great difficulty & hardships to the public. It is the only level crossing in the NH between Mumbai and Thiruvananthapuram which has not been upgraded to an ROB. The construction of ROB at Pallikara (Nileshwara) will avoid congestion of traffic and provide a smooth and safe traffic flow conditions enhancing safety aspect. Up-gradation of level crossing to a ROB in this region, by the way of smooth, safe and efficient traffic flow, substantial gain in terms of reduced Vehicle Operating Cost (VOC) and reduced travel time would be achieved.

Keeping in view of the road safety of the road users at all the major intersections have been provided with Vehicular Underpasses/Vehicular Overpasses, Light Vehicular Underpasses etc. The project also provides for one rest area and 66 bus shelters etc.
