Plantation of Trees along Highways/Railways tracks
“Ministry of Environment, Forest and Climate Change (MoEF&CC) does not implement any scheme for plantations along the highway sides and on vacant land along railway tracks. The National Forest Policy (NFP), 1988 encourages plantation of trees alongside roads, railway lines, rivers, streams, canals etc. under social forestry. The Ministry in consonance with the NFP, 1988, has issued an advisory to State Forest Departments for partnering with Railways and National Highways Authority of India (NHAI) subject to the feasibility for taking up plantation of trees along the highway sides and vacant areas by the side of railway tracks. MoEF&CC also circulated Model Guidelines to all States/UTs for plantation on Railway land and plantation on sides of National Highways.
The Ministry of Road Transport & Highways has promulgated Green Highways (Plantation, Transplantation, Beautification & Maintenance) Policy-2015, under which plantations have been initiated in collaboration with Forest Departments and other agencies. No separate funds are earmarked for plantations along National Highways. Plantations are part of all National Highway projects and are undertaken as per the relevant contract provisions within the Right of Way of a national highway.
As per the information provided by Ministry of Railways, tree plantation is being done on Railway land on regular basis. At present an area of 41,417 hectares of Railway land is under afforestation.
Besides this, Ministry of Railways has also finalized a model agreement in consultation with Ministry of Environment, Forests and Climate Change to be entered between Zonal Railways and respective State Forest Department in January, 2016 for plantation of trees on Railway land along the railway track and station yards without transferring the ownership of the land in favour of State Forest Department. As per the provisions of the model Agreement, cost of the plantation including its protection and maintenance can be borne by State Forest Department or Railway Administration or can be shared by both. The plantation work on Railway land along the railway track has already been started under this agreement in some of the States. During the year 2017-18 (up to January 2018) Rs.85.25 lakh saplings have already been planted. The expenditure on plantation is done as part of maintenance of way and works. For plantation Rs.72.25 Crs. has been allotted during 2017-18 to all zones of Indian Railways.
The National Forest Policy (NFP), 1988 also envisages that tribal people and forests have a symbiotic relationship and therefore, it is the primary task of all agencies responsible for forest management, including the forest development corporations to associate the tribal people closely in protection, regeneration and development of forests as well as to provide gainful employment to people living in and around the forest. Further, to increase the forest cover in the country, afforestation programme is taken up under various Centrally Sponsored Schemes such as National Afforestation Programme (NAP), Green India Mission (GIM), Mahatma Gandhi Natinoal Rural Employment Guarantee Scheme (MGNREGS), Integrated Watershed Mangement Programme (IWMP) which from 2015-16 has been amalgamated as the Watershed Development Component of the “Pradhan Mantri Krishi Sinchayee Yojna (PMKSY)”and under Compensatory Afforstation Fund Management and Planning Authority (CAMPA).
MOEF&CC for afforestation and to increase forest cover in the country implements two Centrally Sponsored Schemes namely, National Afforestation Programme (NAP) and National Mission on a Green India (GIM). While NAP is being implemented for afforestation of degraded forest lands, GIM aims at improving the quality of forest/increase in forest cover besides cross-sectoral activities on landscape basis. These two schemes involve local people through Joint Forest Management Committees (JFMC) at the village level in the afforestation efforts and decision making in their area of implementation”.

NHAI Directs Field Officials to Strictly Monitor Condition of National Highways
The National Highways Authority of India is taking all efforts to ensure that National Highways are of good quality, safe, reliable, comfortable for road users and are maintained well.In a recent directive NHAI Chairman Shri Deepak Kumar has asked all Regional Officers/Project Directors to strictly monitor the road conditions and take timely action for rectification of damaged stretches through the concessionaires/contractors if the same is within their scope or through a selected agency, as per the extant policy of NHAI. He has directed that in case the concessionaire/ contractor fails to fulfil its contractual O&M obligations, appropriate damages as per agreements should be levied and appropriate action for maintenance should be initiated forthwith. Also, he has emphasized that if there is any laxity on the part of Independent Engineer, appropriate action against them will be taken.
Project Directors/Regional Officers have been directed to take pro-active action under the provisions of the Concession Agreement/Consultancy Agreement pertaining to projects being operated by the Concessionaire. Also, in case of the public funded projects (non-PPP Projects) where the O&M obligations is the direct responsibility of NHAI, the Project Directors/ Regional Officers have been directed to periodically inspect these highways and take remedial measures to ensure that the highway, at all times, is in traffic worthy condition and conforms to the maintenance requirements. The field officials are also being encouraged to take corrective/ preventive action so that adequate maintenance is done on these projects.In this regard, NHAI also takes cognizance of complaints received from road users about poorly maintained National Highways.

Five Road Rehabilitation Projects Approved for Uttar Pradesh
The Standing Finance Committee of the Ministry of Road Transport and Highways has approved Five road rehabilitation projects in Uttar Pradesh.
The existing road on NH 29E from Sonauli to Gorakhpur and from Jungle Kaudia to Mohaddipur will be upgraded to be converted to four lane under EPC mode. The total length of the project is 17.52 kms. It will be completed at a cost of Rs 288.30 crore.
Rehabilitation and upgradation of existing pavement to two lanes with paved shoulders on NH 730 on Kaptanganj to Padrauna section and a four lane ROB with service roads in Kushinagar district on EPC mode. The total length of the project is 27.75 kms. It will be completed at a cost of Rs 263.879 crore.
Rehabilitation and upgradation of existing pavement to two lanes with paved shoulders on NH 730 on Balrampur to Tulsipur section and a two lane ROB with service roads in Balrampur district on EPC mode. The total length of the project is 27.255 kms. It will be completed at a cost of Rs 212.99 crore.
Rehabilitation and upgradation of existing pavement to four lanes with paved shoulders on NH 96 on Allahabad bypass road junction to Allahabad city section on EPC mode. The total length of the project is 17.03 kms. It will be completed at a cost of Rs 306.59 crore.
Rehabilitation and upgradation of existing pavement to two lanes with paved shoulders on NH 730 on Ramnagar to SiswaBabu section with service roads on EPC mode. The total length of the project is 21.12 kms. It will be completed at a cost of Rs 185.18 crore.

Two Road Rehabilitation Projects Approved for Tamil Nadu
The Ministry of Road Transport and Highways has approved two road rehabilitation projects in Tamil Nadu.
The existing two lane road on NH 234 (Gudiathan bypass and Vellore bypass) will be provided with 1.5 m paved shoulder under EPC mode.The total length of the project is 49.35 kms. It will be completed at a cost of Rs 138.06 crore.
The existing two lane road on NH 383 (Dindigul – Natham section) will be provided with paved shoulder under EPC mode. The total length of the project is 38 kms. It will be completed at a cost of Rs 240.38 crore.

Seven Road Rehabilitation Projects Approved for Madhya Pradesh
The Ministry of Road Transport and Highways has approved seven road rehabilitation projects in Madhya Pradesh. These projects will be completed in 18 months, and shall include maintenance for 48 months.
Balance works of Rehabilitation & Up-gradation to two lane with paved shoulders flexible pavement of Bameetha-Satna section of NH-75 with total length 97.840 km on EPC Mode shall be carried out at a cost of Rs. 191.21 Crore.
Rehabilitation and upgradation to two lane with paved shoulders of Morena-Ambah-Porsa section of NH-552 Extn. on EPC Mode shall be carried out at a cost of Rs. 166.21 Crore. It will consist of two major and a minor bridge.
Rehabilitation and upgradation to two lane with paved shoulders of Porsa-Ater-Bhind section of NH-552 Extn.with total length of 46.9 kms on EPC Mode shall be carried out at a cost of Rs. 217.22 Crore. It will consist of construction of two major bridges, and widening of five minor bridges.
Rehabilitation and upgradation to two lane with paved shoulders of Mihona-Lahar-Daboh section of NH-552 Extn.with total length of 27.36 kms on EPC Mode shall be carried out at a cost of Rs. 133.18 Crore. It will consist of construction of a major bridge, and widening of three minor bridges.
Rehabilitation and upgradation to two lane with paved shoulders of Daboh-Bhander-UP Border section of NH-552 with total length of 43.255 kms on EPC Mode shall be completed in 18 months at a cost of Rs. 233.04 Crore. It will consist of construction of three major bridges, and widening of four minor bridges.
Rehabilitation and upgradation to two lane with paved shoulders of Reva-Sirmour section of NH-135B with total length of 36.71 kms on EPC Mode shall be carried out at a cost of Rs. 162.56 Crore.
Rehabilitation and upgradation to two lane with paved shoulders of Pawai-Saleha-Jaso-Nagod section of NH-943 with total length of 50.88 kms on EPC Mode shall be carried out at a cost of Rs. 214.69 Crore.

The details of comprehensive and innovative strategies for road safety and security and technological innovations to combat and address various road traffic problems including frequent fatal accidents occurring on National Highways are as follows :
- Road Safety has been an area of concern with the Ministry of Road Transport & Highways. As regards the accidents caused due to road engineering deficiencies, a total of 789 black spots have been identified, of which 189 have been rectified. Work has been awarded in respect of another 219 black spots and 206 black spots are planned to be rectified over a period of next two years. The road safety provisions include construction of bypasses, flyovers, vehicular underpasses (VUPs), which are being implemented to ensure enhancement of safety features.
- Special focus is being laid on improving geometry of the roads with the intent of removal of unsafe turns and curves while taking up new road projects.
- One of the Concessionaires has used Robots for traffic diversion signaling during the road construction/ maintenance works, leading to no accidents at construction sites. The feasibility of replication of this use of technology by other contractors is being explored.
- Construction of elevated sections is being taken up in respect of National Highways which pass through the urban/inhabited areas in a number of cases. Details of the specific projects/ expenditure incurred thereon are being collected.
- All the Concessionaires are mandated to make provision for recovery vans, cranes and ambulances stationed at various Toll Plazas in order to address the ‘golden hour’ rescue management operation in the event of accidents. The NHAI has now invited bids for ‘Total Incident Management Services’ in respect of two states of Rajasthan and UP as a pilot.
- The use of effective technology solutions like ROMDAS & equivalent solutions have been introduced for monitoring the road conditions/ health of roads as part of the monitoring mechanism.
- 100% of the lanes on 418 Toll Plazas managed by NHAI are being equipped with ETC systems, which is expected to be completed by 31.03.2018. Use of Fastags for efficient pass through the Toll Plazas is being enhanced. So far, more than 9.00 lakh Fastags have been issued.
- Further, Information Technology (IT) enabled Intelligent Transportation Systems (ITS) is proposed to be implemented in the Eastern Peripheral Expressway (EPE). The use of ITS envisages the use of Advanced Traffic Management System (ATMS) along-with Automated Tolling, Electronic Toll Collection and Video Detection as well as incident management system. ITSis expected to play a significant role in reducing congestion project enabling seamless traffic flow and enhancing safety.

Construction of Roads in NAXAL Affected Areas of Maharashtra
The Government had approved a scheme of construction of roads under Left Wing Extremism (LWE)areas under Road Requirement Plan-I (RRP-I) in 2009 for development of 5477 km roads at a cost of Rs. 7300 crore covering eight States viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha (erstwhile Orissa) and Uttar Pradesh, linking other developed areas of the respective States as well as neighbouring States and other parts of the country. Steps taken by the Government to prevent Road Accidents
The Ministry of Road Transport and Highways has taken a number of steps to prevent road accidents and road accident fatalities . These include
- The Government has approved a National Road Safety Policy. This Policy outlines various policy measures such as promoting awareness, establishing road safety information data base, encouraging safer road infrastructure including application of intelligent transport, enforcement of safety laws etc.
- The Government has constituted the National Road Safety Council as the apex body to take policy decisions in matters of road safety.
- The Ministry has requested all States/UTs for setting up of State Road Safety Council and District Road Safety Committees, and to hold their meetings regularly.
- The Ministry has constituted Group of Ministers of State Transport Minister to examine the best practices of Transport and suggest issues to improve road safety.
- Based on the recommendation of Group of Minister, the Ministry introduced Motor Vehicle (Amendment) Bill 2017 covering entire gamut of road safety.
- The Ministry has formulated a multi-pronged strategy to address the issue of road safety based on 4 ‘E’s viz. Education, Engineering (both of roads and vehicles), Enforcement and Emergency Care.
- Road safety has been made an integral part of road design at planning stage.
- Road Safety Audit of selected stretches of National Highways has been taken up.
- The threshold for four laning of national highway has been reduced from 15,000 Passenger Car Units (PCUs) to 10,000 PCUs. About 52,000 Km of stretches of State Highways has been identified for conversion to national highways.
- Setting up of model driving training institutes in States and refresher training to drivers of Heavy Motor Vehicle in the unorganized sector.
- Advocacy/Publicity campaign on road safety through the electronic and print media.
- Tightening of safety standards for vehicles like Seat Belts, anti-lock braking system etc.
- High priority has been accorded to identification and rectification of black spots (accident prone spots) on national highways.
- Guidelines for identification and rectification of black spots, carrying out road safety audits and preparation of road safety improvement proposals on NHs and also guidelines on implementation of road safety engineering measures on state roads under Central Road Fund (CRF) have been issued.
- 789 black spots based on fatalities in 2011,2012,2013 and 2014 calendars years have been identified. So far 189 spots have already been rectified. Rectification measures at 256 spots have been sanctioned which are in various stages of implementation. 138 spots are on State Government roads / with other agencies. The balance 206 spots would be taken separately or would be rectified as part of ongoing projects.
- As a measure of supplementing the efforts of States / UTs for minimizing the accident potential at the identified locations / stretches through engineering improvement on state roads, Ministry of Road Transport & Highways had taken a decision to sanction road safety works on state roads with an earmarked allocation of 10% of funds allocated to the state roads under Central Road Fund.
- Ministry has delegated powers to Regional Officers of MORTH for technical approval to the detailed estimates for rectification of identified Road Accident black spots for expediting the rectification process to ensure safety of road users.
- Ministry had issued guidelines vide O.M. dated 14.1.2016 for taking up of Road Safety Audits on National Highways either as part of EPC/BOT projects or as stand-alone Road Safety Audits.
- Guidelines for pedestrian facilities on National Highways for persons with disabilities have also been issued to all States / UTs.
- In order to ensure safe and smooth flow of traffic, Ministry of Road Transport & Highways has envisaged a plan for replacement of all the Level Crossing on National Highways by ROBs / RUBs and replacement / widening / strengthening of weak and narrow bridges under a scheme SetuBhartam. Under this programme, construction of 208 Level Crossings at an estimated cost of Rs. 20,800 Crore are included.
- Two National Level Workshops and several Regional Training workshops in 11 states have been organized on Road Safety Engineering.
- A Certification Course for Road Safety Auditors has been commenced in Indian Academy of Highway Engineers (IAHE) and 42 Auditors are certified.
- Ministry of Road Transport & Highways has constituted a District Road Safety Committee in each district of the country to promote awareness amongst road users under the chairmanship of Hon’ble Member of Parliament (Lok Sabha) from the district.

Study Points to Possibility of Duplicate Licences
As per an analysis done in January, 2015 on National Register for Driving Licences by National Informatics Centre (NIC) regarding fake driving licenses, it was found that there is a possibility of duplicate licences. As on 5th January, 2015, out of total 6,70,16,851 driving licences records available, 16,72,138 records were found to be possible duplicates spread over 7,99,923 clusters. The percentage of probable duplicates stands at 2.5 percent as per this exercise. This information has been shared with respective states for further action.
Provisions regarding issue of
driving licences are contained in Chapter II of Motor Vehicles Act, 1988(MV Act) and Chapter II of Central Motor Vehicles Rules, 1989(CMVRs). Rule 15(2) of the CMVRs states that the test of competence to drive referred to in sub=-section (3) of section 9 shall be conducted by the licensing authority or such other person as may be authorised in this behalf by the State Government. Implementation of provisions of MV Act and CMVRs come under purview of State Governments concerned.

Chennai-Tada National Highway Project
National Highway Authority of India (NHAI) had awarded six-lanning of Chennai – Tada Section of NH-5 to M/s. L&T Chennai Tada Tollway Ltd. under DBFOT mode on 03.06.2008. The work commenced on 03.04.2009 with 30 months completion period. After completion of 55.65% work, the Concessionaire was not willing to complete the remaining work and issued termination notice to NHAI. As NHAI did not accept the termination notice, M/s. L&T Chennai Tada Tollway Ltd. approached Hon’ble High Court of Delhi for handing over the project to NHAI. The Hon’ble High Court of Delhi vide order dated 03.05.2016 directed NHAI to take over the project from M/s. L&T Chennai Tada Tollway Ltd. and to remit the toll collection amount into Escrow account.
Consequent upon taking over of the project, NHAI has taken necessary steps to complete the balance 6 lanning of Chennai – Tada section of NH-5 under EPC mode. The contract for the stretch from km 21/400-54/400 has already been awarded. A consultant has been engaged for preparation of DPR for construction of the elevated corridor in balance stretch from Madhavaram to Nallur section of NH-5.

Incident Management System of NHAI
The National Highways Authority of India is in the process of rolling-out an integrated setup through the Traffic Incident Emergency Management System (TIMS), where Incident Management Contractors will be appointed at a state/regional office level for providing ambulances, tow-away cranes and highway surveillance vehicles across all highways in the state / region, and a Regional Command and Control Centre for monitoring and operations, in the States of Rajasthan and Uttar Pradesh on a pilot basis.
Many highways are already covered by ambulances, patrol vehicles and tow-away cranes through incident management services provided by BOT and OMT highway concessionaires. In each of the pilot states of Rajasthan and Uttar Pradesh, tentatively 100-110 additional ambulances are planned to be provided through the Incident Management service contractor.
Bids are being invited for providing Integrated Incident Management services across highways for the pilot project. The implementation is expected to take 6-9 months. On successful implementation in these two states, the program will then be scaled up to a national level.
