Shri Gadkari to Inaugurate Two National Highways and Lay Foundation Stone of a Highway Project in Punjab Tomorrow

Union Minister for Road Transport, Highways, Shipping, Water Resources and Ganga Rejuvenation Shri Nitin Gadkari will inaugurate the upgraded 4-lane NH-15 from Amritsar to Bhatinda and NH-64 from Zirakpur to Bhatinda, and will lay the foundation stone of 2-laning with paved shoulders of the Munak-Jhakhal-Budhlana section of NH-144B in Punjab tomorrow.

The 175 kilometre NH-15 stretch has been completed in 24 months at a cost of Rs 2893 crore. It will benefit the commuters as it will now take only two hours to travel between Amritsar and Bhatinda. The Harike bypass on the NH will also reduce the traffic and resultant pollution in the Harike city. Three ROBs, five flyovers, 12 underpasses and 31 large junctions have been constructed under the project.

Similarly, the 216 kilometre NH-64 stretch has been completed in 24 months at a cost of Rs 2264 crore. The NH will benefit the tourists travelling to Bhatinda, Amritsar and Simla, as the time taken for travelling between Chandigarh and Bhatinda will reduce to three hours only. District Headquarters like, Mohali, Patiala, Sangrur, Bhatinda, Faridkot and Amritsar will get connected by a 4-lane highway. The project includes an ROB, 12 flyovers, 22 underpasses and 42 large junctions.

The 45.89 kilometre 2-laning with paved shoulders of the Munak-Jhakhal-Budhlana section of NH-144B will be completed in 18 months at a cost of Rs 293 crore. It will reduce the travel time between Bhikhi and Tohana by an hour, and will smoothen the travelling between Haryana and Punjab. The project involves construction of a flyover in front of Guru Nanak College and a grade separator near football chowk of Buldhana. It will have five kilometres of service roads, two VUPs and six small bridges.

NHAI Closes Its First Toll-Operate-Transfer Project

Macquarie hands over a Cheque for Rs 9,681.5 Crore to Shri Nitin Gadkari

National Highways Authority of India did a financial closure of its first Toll-Operate-Transfer project with the India chief of Macquarie handing over a cheque for Rs 9,681.5 crore to Shri Nitin Gadkari, Minister of Road Transport & Highways, Shipping, Water Resources, River Development & Ganga Rejuvenation at an event in New Delhi today. This closure is the first for an asset recycling initiative by any government in India. NHAI has also called bids for second bundle of T-O-T for 586.55 km in Gujarat, Rajasthan, West Bengal and Bihar.

Speaking on the occasion Shri Gadkari said, the government has taken initiatives to increase the investment in highways sector by almost four-fold since 2014. This year the government has allocated Rs, 71,000 crore for development of roads and highways in the country. The remaining funding requirements to meet ambitious plans are being managed through market borrowing and private sector investments.

The Minister said, the second bundle of T-O-T has been offered and several more bundles will be offered in the months to come. He called upon the private investors to bid for these bundles, saying TOT is a risk-free model. He also invited investors to come up with more innovative investment models for the infrastructure sector.

Exhorting investors for qualitative improvement, Shri Gadkari called upon the concessionaires to concentrate upon improving road safety, quality of maintenance and improving toll collection methods so that waiting time at toll plazas is cut down drastically..

Minister of State for Road Transport & Highways Shri Mansukh Lal Mandavia underlined government’s commitment towards providing good governance. He said, the government has increased budgetary support for infrastructure sector from nearly 1.5 lakh crore to almost 7 lakh crore. He, however, called for more public private partnership to enhance investment in the road sector.

Road Transport & Highways Secretary Shri Yudhvir Singh Malik prioritised road safety and quality. He called upon the foreign investors to bring international practices in road development and safety.

The first bundle of 9 projects, totalling approximately 681 KM of roads in two states of Andhra Pradesh and Gujarat, was awarded in 2018. Huge interest was shown by foreign investors. TOT Bundle-I was awarded to Macquarie for Rs. 9,681 Crore, which was 1.5 times the Authority’s estimate.

The second bundle of over 586 kms is now offered spread over four States – Rajasthan, Gujarat, West Bengal and Bihar. The offer has 12 toll plazas across four highways.

Shri Nitin Gadkari to lay foundation stone and dedicate to nation projects worth Rs 4239 crore in Chhattisgarh

The Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari will lay the foundation stone and dedicate to the nation various National Highways projects worth Rs 4239 crore in Chhattisgarh next Monday, the 10th of this month at Dussehra Maidan, Charoda in Durg District in Chattisgarh. Chief Minister of the State Dr Raman Singh will preside over the functions.

The Minister will lay the foundation stone of 92 kilometre Raipur – Durg Bypass on NH 53 which will cost Rs 2281 crore, while four flyovers on this section will be built at the cost of Rs 349 crore. Shri Gadkari will dedicate to the nation 150 kilometre long Aarang – Saraipali Road on NH 53 which has been built at the cost of Rs 1472 crore and widening of 27 kilometre Raipur – Durg Road on NH 53 at a cost of Rs 48 crore.

Road improvement works in Gujarat worth Rs 200 Crore approved

Union Minister of State for Road Transport & Highways, Shipping and Chemical & Fertilizers, Shri Mansukh L Mandaviya today announced sanctioning of road construction and improvement works worth around Rs 200 crore for improving the connectivity between five States – Gujarat, Maharashtra, Rajasthan, Madhya Pradesh and Diu. He said, nearly 33,000 kilometres of National Highways have been constructed in the last four years, and work is underway on another 53,000 kilometres of National Highways. The Government aims at completing two lakh kilometres of National Highways by the year 2022, he said.

The Minister said, these nine works have been approved under EI/ISC Scheme. He said, the concerned authorities have been asked to prepare DPRs, and tendering for these projects will start soon.

Cabinet approves Indore (Mangaliyagaon) — Budni New Line (205.5 Km) with Electrification

Will reduce the distance between Jabalpur and Indore by 68 Kms Reduce travel time between Indore to Mumbai and towards South India as well Project will generate direct employment during construction for about 49.32 lakh mandays

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has approved to construct new line between Budni to Indore (Mangaliyagaon) with approximate length of 205.5 Km. Total estimated cost of this project is Rs. 3261.82 crore.

The main purpose of this project is the development of backward area and reduction in travel time from Indore to Jabalpur as well as from Indore to Mumbai and towards southern side also, as this will reduce distance by 68 Kms compared to present available route via Bhopal. It will provide better transport facilities for public and industries in this area. It will also help to provide/generate employment opportunities in the project area. The project will generate direct employment during construction for about 49.32 Lakhs man-days.

The proposed line will take off from existing yard of Budni and will connect at Mangaliyagaon existing station of Western Railway near Indore. 10 New crossing stations and 7 new halt stations are proposed to be constructed enroute. The new line will serve Sehore, Dewas and Indore districts and will provide direct link from Budni to Indore bypassing the congested route of Bhopal-Itarsi including Ghat section from Budni to Berkheda.

The new line will provide basic infrastructure support for industrial development of the surrounding area having large socio-economic ramifications.

This project is meant for development of backward area of this region and to provide connectivity to various towns/villages like Nasrullaganj, Khategoan and Kannod, where presently there is no railway connectivity.

Foundation Stone also to be laid for development of River Ghaghra - National Waterway 40

The Union Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari will lay the foundation stone for widening and improvement of Rs 1224 crore worth of National Highways works in Uttar Pradesh tomorrow. The projects include widening and improvement of Ramjanaki Marg (NH-227A) from Ayodhya Cantt to Rampur (55 km) at a cost of Rs 315 crore, and 35 km from Rampur to Sikriganj at a cost of Rs 250 crore. Shri Gadkari will also lay the foundation for the 14 km long Basti Ring Road Phase 1 which is to be constructed at a cost of Rs 450 crore, and the widening and improvement of the 35 km long Badhni -Shoratganj section of NH-730, to be undertaken for a cost of Rs 200 crore.



In addition to the NH works, Shri Gadkari will also lay the foundation stone for the development of 354 km long section of River Ghaghra (National Waterway-40 )from Faizabad to Manjhighat.



The functions will be held at Kisan College, Civil Lines, Basti and Shivpati Degree College Hostel Ground, Chhatehri, District Siddarthnagar in eastern Uttar Pradesh.

Substantial hike in funds allocation for mobility projects in Delhi

Five major projects worth Rs. 1826.40 Crores under implementation

Some of the Press Reports in the newspapers of 14th Oct, 2018 are misleading about inauguration of mobility projects in Delhi and the funds allocated thereon. It has been conveyed that Delhi specific projects have been funded by AAP-led Delhi Govt. However, the fact of the matter is that Ministry of Housing and Urban Affairs approved five major mobility projects worth Rs. 1826.40 crores for the benefit of Delhi citizens. The projects being implemented using Urban Development Fund (UDF) have been administered by the Ministry of HUA. These projects aim at decongestion of Delhi to ease traffic movement, reduce traffic congestion, segregate vehicular and pedestrian traffic by providing FOB’s/ subways etc.

The Ministry of HUA sanctioned six projects in 2016 in which the Delhi government had to contribute 20%. However, because there was no cooperation forthcoming from the Delhi government, it was decided in October 2017 that one of the projects related to ISBT flyover on Ring Road will be done fully by Delhi government and the other five will be funded by the Ministry and DDA. Delhi government on its own had taken over projects related to Majnu Ka Tila flyover apart from ISBT flyover: projects costing Rs. 320 crores. It is surprising that even foundation stones for these projects have not been laid and no financial sanction taken by Delhi government.

On the other hand, MoS (IC) Housing and Urban Affairs, Shri Hardeep Singh Puri has pushed five projects vigorously for implementation for the comfort of Citizens of Delhi and providing them ease of living.

First among them, the skywalk at ITO for which Shri Puri laid the foundation stone on November 09, 2017, is going to be inaugurated by him and Lt Gov of Delhi on October 15, 2018. Even though the project is being executed by PWD, this Rs 54 crore project has been funded by the Ministry of HUA. The project will provide world class, safe, nature friendly connectivity at a very busy traffic intersection point at ITO.

Another project costing Rs. 200 crore which has Grade Seperator at Rani Jhansi Road and was held up for so many years, will be inaugurated by the MoS (IC) MoHUA on October 16, 2018. This has been made

possible through UDF funding. It will immensely ease traffic flow on the Rani Jhansi Road which is one of the main arterial roads of Delhi and will de-congest the highly dense areas near Sadar Bazar, Filmistan, Idgah, etc. besides improving connectivity between North and Central Delhi.

The third project—a flyover-cum-underpass—at Mahipalpur is going on in full swing. This Rs.188 crore project is likely to be inaugurated before March 2019. This will improve access to the Airport from South Delhi, Mehrauli, Vasant Kunj, Faridabad and South Gurgoan etc., and will ease traffic around the area.

The fourth project, Construction of Flyover-cum-ROB on UER-I at Narela, for which foundation stone was laid by MoS (IC) Housing and Urban Affairs and the LG, Delhi is also likely to be completed by March 2019. The project is being implemented by DDA.

The fifth project, Construction of Integrated Transit Corridor Development Plan along Mathura Road, Bhairon Marg, Mahatma Gandhi Marg and connecting Mathura Road to Mahatma Gandhi Marg via Underground Tunnel below Pragati Maidan, costing around Rs. 980 crore, for which foundation stone was laid by the Vice-President in December 2017, is also going on in full swing. The project aims at decongestion of the road networks for the Project influence area and would simultaneously be providing direct access to underground tunnel for internationally acclaimed ITPO with world class convention Centre, ITPO hotel area and to the Under Ground Parking. Traffic decongestion intervention includes unhindered access to the basement parking at Pragat Maidan. It will connect Mathura road to Ring Road through a Tunnel cutting across Pragati Maidan, Making Mathura Road signal free, smooth movement of traffic on intersections of Mathura Road and Bhairon Marg and that of Bhairon Marg and Ring Road. The project will further ease traffic on Purana Quila Road, Shershah Road and Subramaniam Bharti Marg.

It may be noted that Delhi government, despite repeated reminders, has still not committed financial expenditure for Phase IV of Delhi Metro which will be a major gain for Delhi citizens in many ways. The project is imperative on account of increased pollution and degradation of air quality in the city for which personalised road transport is a major contributor. There is an urgency to address the issue with introduction of public transport infrastructure and reduction in the local air pollution from transport mode utilising more fossil fuels per passenger trip. This can be facilitated through modal shift from personalised vehicles using fossil fuel to a much more cleaner mode of urban rail.

The government of India agreed to prioritise three projects--- costing Rs. 34,580 crores: (i) Aerocity to Tughlakabad (20.20 km.), (ii) Janakpuri West to R.K. Ashram (28.92 km.) and (iii) Mukundpur to Maujpur (12.54 km.). But Delhi government has still not c its intent for early 3 phase of Delhi Metro or what is prevalent in other states at 50:50 model.

Estimated for Rs 320 Crores for construction of flyovers at Metcalfe House and Majnu ka Tilla T junctions and additional loop at ISBT flyover on Ring road still pending with Finance department of Delhi government.

Another major mobility initiative project relates to Delhi to Meerut RRTS corridor of 82.15 k.m. length and its total estimated completion cost is Rs. 31,902 crores. The proposal for Rapid Rail Transit System (RRTS) between Meerut and Delhi was submitted to Government of Uttar Pradesh (GOUP) and Government of National Capital Territory, Delhi (GNCTD) by NCRTC for approval on 09.12.2016. GoUP has approved the DPR on 19.07.2017. GNCTD on 30.07.2018 has conveyed their readiness to grant ‘in-principle’ approval for the implementation of Delhi-Ghaziabad-Meerut RRTS corridor. GNCTD has also conveyed that they do not have adequate finances to meet the cost and share of Delhi in the project cost may be borne by the Central Government.

In short, a false narrative is being created in Media. MoHUA will be happy to help Delhi government in mobility projects which primarily is Delhi government’s responsibility.

Shri Mansukh L. Mandaviya launches Youth Road Safety Learners Licence Programme

Shri Mansukh L. Mandaviya, Minister of State for Road Transport and Highways and Chemical & Fertilizer today launched the Youth Road Safety Learners Licence programme in New Delhi today. The programme is a PPP initiative to be run in collaboration with Diageo India and the Institute of Road Traffic Education (IRTE), and attempts to bring a formal and structured training program for young, first-time drivers as they apply for learner’s license.



Launching this first-of-its-kind training programme in the country, Shri Mansukh L. Mandaviya said, road safety is of prime importance for the Government as recent times have seen an alarming rise in road fatalities especially among the youth. Rash driving, drunken driving, lack of adequate safety measures like not wearing helmets are some of the major factors resulting in high road accidents. He said, the government is committed to making its vision of safer roads and cities a reality. This programme will help the Government achieve its target of reducing road accidents by 50 percent by 2020.



Additional Secretary in the Ministry Ms Leena Nandan said, every individual road user is a brand ambassador for road safety. She informed that India accounts for 12.5 per cent (over 1.45 lakh fatalities a year) of global road accidents, with one road accident occurring every four minutes. Alarmingly, 72 per cent victims involved in such road mishaps are between the age groups of 15-44 years with speeding, reckless and drunk driving being the top reason accounting for 1.5 per cent of road traffic accidents and 4.6 per cent of fatalities. She welcomed the main-streaming of road safety in formal education system.



Shri Abhay Damle, Joint Secretary in the Ministry said, the Youth Road Safety Leaners Licence programme is a step toward addressing this grave issue by improving road safety awareness amongst young adults by inculcating behavioural change and creating awareness about responsible driving habits. The programme is an immersive and interactive module led by senior faculty members of IRTE covering varied aspects of responsible driving including defensive driving, ill effects of driving under the influence of alcohol, speeding and wearing of helmets spread over two days.



Dr. Rohit Baluja, President of the Institute of Road Traffic Education (IRTE), said, the young generation is the most vulnerable on Indian roads. Every effort must be made to ensure their safety. This programme adopts the means of creating awareness amongst youth so that they become defensive road users. In the first year, the programme will cover 20 universities with a total of 400 programme across the country.



IRTE has been successfully running its ‘Road to Safety’ initiative to provide capacity building training to traffic police officials and educate commercial drivers such as truckers and bus drivers and university students on the dangers of drunken driving. The programme has trained over 4624 traffic officials in road safety capacity-building, 6,000 commercial vehicle drivers and over 5,000 university students in more than 64 cities of 17 states.



Ms Abanti Sankaranarayanan, Chief Strategy and Corporate Affairs Officer, Diageo India also spoke on the occasion.

Much awaited Rani-Jhansi Flyover inaugurated in Delhi.

Free flow of traffic would help in reducing pollution and nearly 5 lakh commuters will be benefitted: Dr. Harsh Vardhan All pending projects in Delhi to be completed by March 2019: Union Urban Affairs Minister

Rani Jhansi Grade separator, the ambitious flyover project in north Delhi was thrown open to public by Union Environment Minister Dr. Harsh Vardhan. The six-lane, 1.8-km grade separator will provide connectivity to St Stephen’s Hospital near the Tiz Hazari Courts complex with Filmstan Cinema and also it will provide a link with the intersections for Baraf Khana, DCM Chowk, Azad Market and Subzi Mandi areas of Delhi.

Speaking at the inauguration Dr. Harsh Vardhan said that despite missing multiple deadlines since laying of its foundation stone nearly a decade ago, the Union government ensured that funding should not come in the way of completion of this much needed flyover.“Nearly 43 percent of the construction work was done in the last one year and though we faced lot of challenges in construction of this separator, we kept working on the project and finally it is ready for citizens. Not only it will benefit nearly 5 lakh commuters daily but a free flow of traffic would help in reducing pollution and save fuel as well”, added Dr. Vardhan

Hardeep Singh Puri who was also present at the inauguration said that when finances became a bottleneck in completion of this project the ministry decided that 80 percent of the fund will be through Urban Development Fund(UDF) and 20% of the fund will be borne by Delhi Development Authority (DDA).”The Union Government is aggressively spearheading a series of pending projects in Delhi and all such projects will be completed by March 2019”, added Shri. Puri.

Mou Signed Between WAPCOS and Doppelmayr for End-To-End Solutions for Passenger Ropeway Projects

Shri Nitin Gadkari Says, Ropeways and Cable Cars are the Future of Indian Transport, Especially in Hilly Terrains and Congested Cities



Union Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari has said that the country needs futuristic technology for developing its transport sector. He stressed upon the need to cut down congestion and resultant pollution in cities. Reiterating his commitment for promoting transport innovations that are pollution free and cost effective, he said that ropeways, cable cars, funicular railways can be very useful means of transport for hilly and difficult terrains and as last mile connectivity options in congested cities. He said these transport options would also be very useful for tier two cities and hoped these would motivate people to shift from personal to public transport.

Shri Gadkari was speaking in New Delhi today at the MoU signing between WAPCOS and Doppelmayr for providing end-to-end solutions for passenger ropeway projects. WAPCOS is a leading engineering consultancy organisation of the Government of India, which has grown into an Indian multinational with projects in over 45 countries across the world. Doppelmayr, Austria are the world’s largest ropeway manufacturers with cutting-edge ropeway technologies. It has set up more than 15,000 ropeway installations across the world.

The MoU includes the entire gamut of preparing feasibility studies, detailed project reports, construction, equipment supply, operation and maintenance, etc. It will enable development of ropeway projects in various states using globally accepted standards for passenger safety and reliability. These projects will not only reduce traffic congestion and pollution, but will also contribute towards development of tourism destinations and provide impetus to employment generation in the country.

Shri Gadkari said, this is a historical day as it will change the face of urban transport in the country. Cable cars and ropeways have already proven to be successful in Bolivia, Vietnam, Switzerland and many other countries. He said, the government is exploring the use of new kinds of vehicles like hybrid aeroboats that combine land, water and aviation technology and can run on land, water and air at speeds greater than 80 km per hour. The Minister informed that ten National Waterways including Ganga are being developed for transport. It will soon be possible to carry goods from Varanasi right up to Bangladesh and the North Eastern states of our country on waterways.

Shri Nitin Gadkari again called for the use of alternate fuels in transport sector. He said, by use of methanol, ethanol and electric sources, the country can make huge savings on petroleum imports.

Prime Minister to Inaugurate the Ring Road and Babatpur Airport Road in Varanasi Next Week

2833 KM National Highways Costing Rs 63,885 Crore Underway to Link Varanasi to Other Places in Eastern Uttar Pradesh

PM will also Dedicate to the Nation the Inland Waterways Terminal on River Ganga in Varanasi

Prime Minister Shri Narendra Modi will dedicate to the nation, two important national highways in Varanasi, having a total length of 34 kilometres and constructed at a cost of Rs 1571.95 crore on Monday, the 12th of November, 2018. He will be accompanied by UP Governor Shri Ram Naik, Union Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari and UP Chief Minister Yogi Adityanath. The function will be held in the afternoon at Ring Road Tiraha, Hardua, Varanasi in Uttar Pradesh.

The 16.55 km Varanasi Ring Road Phase-I has been completed at a cost of Rs 759.36 crore, while the work of four-laning and construction of 17.25 km Babatput-Varanasi road on NH-56 has cost Rs 812.59 crore.

The Babatpur Airport highway will link Varanasi to the airport and go on to Jaunpur, Sultanpur and Lucknow. With a flyover at Harhua and an ROB at Tarna, the road will reduce the travel time from Varanasi to the airport. This will prove a big relief to the people of Varanasi and to tourists and other visitors to the city.

The Ring Road, with two ROBs and a flyover, will provide a way for traffic on NH 56 (Lucknow-Varanasi), NH 233 ( Azamgarh-Varanasi), NH 29 ( Gorakhpur-Varanasi ) and Ayodhya – Varanasi highways to by pass Varanasi city, thereby reducing traffic congestion in the city. This will reduce travel time, fuel usage and pollution in the area. The Ring Road will provide easier and more convenient access to Sarnath, an important site for Buddhist pilgrimage.

These projects will also provide increased employment opportunities, development of small and medium industries and give a boost to economic development in the area.

There are currently NH projects of total length 2833 km, costing Rs 63,885 crore underway to link Varanasi to other places in Eastern Uttar Pradesh. Of these fifteen road projects of 1143 kilometre length are under various stages of construction. These include Varanasi-Jaunpur, Varanasi – Sultanpur, Sultanpur-Lucknow, Varanasi Ghaghra Bridge, Varanasi-Azamgarh among others. A sum of Rs 3,0227 crore is likely to be spent on these. Besides these, there are seven targeted projects of 235 km costing Rs 8,265 crore. Also, 20 projects are in DPR stage for constructing 1455 km roads at a cost of Rs 25,323 crore. This way, a total of 2833 km roads costing Rs 63,885 crore are in the pipeline in the Varanasi area.

In a separate event the same day, Prime Minister will also dedicate to the nation an inland waterways terminal on river Ganga in Varanasi. This is the first of the four multi modal terminals being constructed on NW-I ( River Ganga) as part of the World Bank aided Jal Marg Vikas project of the Inland Waterways Authority of India. The other three terminals are under construction at Sahibganj, Haldia and Gazipur. The project would enable commercial navigation of vessels with capacity of 1500-2,000 DWT on river Ganga.

PM will also receive the country’s first container consignment (post independence) to be sent on an on inland waterways vessel. This consignment containing cargo of the food and beverage company Pepsico set sail from Kolkata in the last week of October.
