Moody's upgrades ratings of NHAI to Baa2 from Baa3.

CRISIL says reforms have led to decline in percentage of high risk highways projects

Following the upgrade of India's sovereign rating from Baa3 positive to Baa2 stable on 16th November 2017, Moody's Investors Service has upgraded the issuer ratings of National Highways Authority of India to Baa2 from Baa3 and revised outlook to stable from positive. The ratings of NTPC, NHPC and GAIL have also been upgraded.

According to Moody’s "The upgrade in ratings for NTPC, NHPC, NHAI and GAIL follows the upgrade of the Indian sovereign rating and reflects the strategic importance of these entities to the country, as well as their close operational and financial links with the government,"

It was only about a month back on October 9th that Moody’s had assigned a first time Baa3 rating to NHAI. The upgrade to Baa2 has come for NHAI in a very short time.

Meanwhile, a report of the global rating agency CRISIL issued on 16th November 2017 has also said that reforms by NHAI have resulted in a steep decline in the percentage of high risk highways projects from 53 percent two years back to 21 percent now. The reforms that have made this possible include quicker approvals, loan support for languishing projects, termination of stuck projects and their subsequent re-awarding, and affording a change in sponsor. According to CRISIL about 80 % of the operational portfolio comprising nearly 100 BOT projects are at low risk today in terms of debt servicing.

The CRISIL report also acknowledges that NHAI reforms have resulted in doubling of highways construction rate from 12 km per day in 2015 to 23 km per day in 2017. It says, the awarding of contracts is expected to sustain given the announcement and subsequent implementation of Bharatmala project.

The CRISIL report goes on to say that with the improved ground situation both debt and equity investors are showing more interest in the road sector.

NHAI making all out efforts to speed up award and construction of highways

Constitution of project appraisal committees and delegation of powers help in quicker decision making

National Highways Authority of India (NHAI) has invited bids for projects of 4,900 km till November, 2017, while bids for another 3,500 km are likely to be invited by December end, taking the total upto 8400 km. Further projects for bidding during Jan-March, 2018 will be identified around the 4th week of December , 2017. Projects costing Rs. 22,100 crore and covering 1170 Km have already been awarded so far and the bids for many other projects are under evaluation.


Some of the projects that were bid out this year include:-

· Dwarka Expressway in Delhi;

· Varanasi Ring Road Phase-II in Uttar Pradesh;

· Khambataki Ghat 6-lane Tunnel on Pune – Satara Section in Maharashtra;

· Jodhpur Ring Road in Rajasthan;

· Bridge at Manihari Ghat (near Sahibganj) in Bihar;

· 6-laning of Chordaha – Gorhar – Barwa Adda in Jharkhand;

· 4-laning of Ghoshpukur – Salsalabari in West Bengal;

· 4-laning of Bhopal - Biaora in Madhya Pradesh;

· 4-laning of Cuttack – Angul Section in Odisha;

· 6-laning of Bengaluru – Mysore Section in Karnataka;

· Fully Access Controlled Expressway (Anandapuram-Pendurthi-Anakapalli) with connectivity to Visakhapatnam Port in Andhra Pradesh


In FY 2017-18, NHAI has completed 1566 km length of the projects under implementation till November, 2017 (5,060 lane km). The average in last 5 years of length constructed by NHAI is 2,175 Km with 2,628 Km constructed in FY 2016-17. This year NHAI is targeting to construct 3,500 Km.


The work on 12 new projects (covering 597 Km) has commenced and will start soon on another 38 projects (covering 1969 Km). The banks/ financial institutions are now showing keen interest in Hybrid Annuity Mode (HAM) and financial closure of HAM projects are now happening smoothly.


NHAI is making all out efforts to achieve its target of awarding 10,000 km during 2017-18, as set by Shri Nitin Gadkari, Minister of Road Transport & Highways, Shipping, Water Resources, River Development & Ganga Rejuvenation. The Authority is also gearing up to meet its target of completing Phase I of the recently approved “Bharatmala Pariyojana” within the next five years, that is upto 2021-22. During the last 5 years NHAI’s average award has been 2,860 Km, with 4,335 Km awarded in FY 2016-17.


While approving the Bharatmala Pariyojana, the Government had authorized NHAI Board to appraise and approve projects on Engineering, Procurement & Construction (EPC) mode, which constitute 30% of the Pariyojana. Accordingly the NHAI Board constituted two appraisal committees for appraising projects costing more than Rs. 500 Crore and internal appraisal committees for appraising projects upto Rs. 500 Crore, besides delegating power to Chairman to approve projects upto Rs. 500 Crore and to the Executive Committee of NHAI for projects costing Rs. 500-1,000 Crore.


The Appraisal Committees have cleared several projects already, which has led to expediting the invitation and acceptance of bids. Chairman NHAI is reviewing the targets on weekly basis. Regional Officers have been instructed to engage retired Revenue Officials of the rank of ADM for each project so as to expedite the land acquisition. The delays in starting the projects like disbursement of compensation, tree cutting permissions, etc. are also constantly monitored. The site officers of NHAI have been instructed to meet and sit with the concerned officials of State Governments till the clearances are received. Issues are escalated to the Chief Secretaries of State Governments, if not resolved at local level.

DCI and NHAI sign MoU to facilitate supply of sand for highways construction work

An MoU was signed yesterday between Dredging Corporation of India (DCI) and National Highways Authority of India (NHAI) for facilitating the supply of sand for highways construction work. Concessionaires working on highways projects have been facing a shortage of sand at many sites. The MoU aims to fill this gap by facilitating the availability of sand for these concessionaires.

DCI intends to do dredging operations at locations in South East Asia, generating large volumes of sand. This dredging will be done for the purpose of obtaining sand. As per the MoU, business intermediaries will ship and store this sand at various ports in India and market it in India. NHAI will facilitate the process by displaying the availability of sand at various stockyards at the ports.

NHAI incentivises its officials for timely implementation of Bharatmala

In order to expedite implementation of the Bharatmala Pariyojna, the project launched by the Government of India with prime focus on optimizing efficiency of the movement of goods and people across the country, NHAI has decided to start an incentive scheme for its officials.

The scheme not only envisages completing the projects earlier than the scheduled time, but also aims at savings on account of cost overruns due to time delays. The scheme will reward hardworking, meritorious officials and will act as a catalyst to motivate other officials to work more efficiently.

Under this scheme, cash incentives and other rewards such as Certificates, Trophy, Appreciation letters, etc., would be given to the NHAI officials to complete the assigned task in a time bound manner.

Sudhakaran says the State has received official communication from the Centre
Decks have been cleared for the construction of a six-lane Kozhikode bypass along NH 66 from Vengalam to Ramanattukara with the Ministry of Road Transport and Highways (MoRTH) giving nod for the ₹1,424.77-crore project to be executed in Hybrid Annuity Mode.

The project, which forms part of National Highway Development Project (NHDP) Phase III, was approved by the Public-Private Partnership Appraisal Committee (PPPAC) on May 17 and has been waiting clearance of the Cabinet Committee on Economic Affairs (CCEA). The Centre’s recent decision to empower MoRTH to clear NH works up to ₹2,000 crore has resulted in the speedy approval of the project.

Minister for Public Works G. Sudhakaran said the government had received an official communication from MoRTH in this regard on Thursday.

The State was able to overcome the queries put forward by MoRTH on the ₹42.79-crore-a-km cost for the construction of the bypass. The cost per km is considered to be the highest for any NHAI (National Highways Authority of India) project till date.

“We could convince them about the four major bridges, one minor bridge, seven flyovers, two vehicular underpass, 16 pedestrian underpass, 103 culverts, 26 AI grade junctions, and 27.30-km service roads to be developed,” Public Works Department Principal Secretary G. Kamalavardhana Rao told The Hindu.

Of the 127.80 hectares needed for the six-lane bypass project, 125.94 hectares (98.54 %) had already been acquired by the State government.

The NHAI had already floated the bids and December 20 is the last date for their submission. The work would start in January and should be completed in two years, Mr. Rao said.

Indian Railways to Provide 100% LED Lighting on All Its Stations by the End of Current Financial Year

The Move Will Lead to Saving of About 240 Million Units of Electricity, Savings of About Rs.180 Cr. Annually

Till November 2017, about 3500 Railway stations have already been provided with 100% LED lights.

20 Lakh LED lights have been replaced at Stations across various Zonal Railways under this programme.

Ministry of Railways has also issued directives to Zonal Railways to provide LED light fittings to residential quarters as well.

Indian Railways Has Also Issued Policy for Use of Only LED Lights in All Railway Coaches/EMU, 1300 Non AC Coaches Already Converted With 100% LED Light.

Ministry of Railways is actively working to provide 100% LED lighting for its most of the Non-traction Energy needs like Railway Staff Colonies, Railway Stations, Railway Platforms etc. Under this 100% LED initiative, Ministry of Railways has decided to make all railway stations 100% LED lit by the end of current financial year i.e. by 31st March, 2018. It is a huge initiative to provide energy efficient lighting which will eventually greatly help in conservation of environment as well.

Till date (i.e. till November 2017) about 3500 Railway stations have already been provided with 100% LED lights & all balance stations & Railway buildings will be completed in the current fiscal year. So far about 20 Lakh LED lights at stations have been replaced across various Zonal Railways under this programme. To take ahead provision of LED lights at all stations, ESCO mode in this area is also being pursued. A policy directive in this reference has been formulated and issued by Ministry of Railways. 100% LED lighting will hence improve the energy scene on Indian Railways and will reduce consumption by about 10% of total energy being utilized for its Non-traction uses, thus leading to savings of about 240 million units of electricity which will save about ₹180 Cr. annually to Railways.

With these initiatives in combination with several others in 2016-’17, 5.5% reduction was achieved in non-traction energy consumption in the year 2016-17 i.e. 4.1% reduction in energy consumption despite increase in load by 1.4% thus giving a savings of ₹100 Cr. In the current year (6 months period i.e. April- September 2017) 7% reduction in non-traction energy consumption had already been achieved giving savings of ₹62 Cr. This in-fact was a quantum jump against the earlier average of 2% and transformed Energy Saving Pattern for railways.

Ministry of Railways has also issued directives to Zonal Railways to provide LED light fittings to residential quarters as well. Zonal Railways have already distributed about 20 lac LED luminaries to railway staff till October, 2017 under Domestic Efficient Lighting Programme (DELP) Scheme.

In addition, Indian Railways is also aiming to provide Energy efficient LED lights on all Railway coaches/EMU as well. Policy for use only LED lights in all Railway coaches has already been issued & Zonal Railways are preparing action plan. Already, 1300 non-AC second-class & 3-tier sleeper (GSCN) coaches have been converted with 100% LED lights.

NHAI Creates National Highways Investment Promotion Cell (NHIPC)

The National Highways Authority of India has created a National Highways Investment Promotion Cell (NHIPC) for attracting domestic and foreign investment for highways projects. The cell will focus on engaging with global institution investors, construction companies, developers and fund managers for building investor participation in road infrastructure projects.

The Government has set an ambitious target of construction of 35,000 km. of National Highways in the next five years involving an investment of Rs. 5,35,000/- crores under ‘Bharatmala Pariyojana’. Given the scale of investment required, both foreign and domestic investment from public and private sector is pivotal.

The primary focus of NHIPC will be to promote foreign and domestic investment in road infrastructure. The NHIPC will be working in close co-ordination with various connected Ministries and Departments of Government of India, State Governments, Apex Business Chambers like CII, FICCI, ASSOCHAM, and InvestIndia etc. NHIPC will also work in close co-ordination with Foreign Embassies and Missions in India and Indian Embassies and Missions situated in foreign countries.

Driving Training Institute at Naya Raipur

The Ministry of Road Transport & Highways had received a proposal from the Government of Chhattisgarh for setting up of an Institute of Driving Training and Research (IDTR) at Naya Raipur. The Ministry of Road Transport & Highways has approved the project with total cost of Rs. 17 crore excluding taxes in August 2017. The time frame to complete the project is 24 months from the date of sanction.

Construction of service road in Padalur- Trichy Section of NH-45

The construction of service road for a length of 1.590 Km near Samayapuram village in Padalur – Trichy section of NH-45, along with drain, retaining wall, minor bridges and culverts has been approved in-principle for an amount of Rs.13.70 Cr. The work is expected to be taken up for execution in February 2018.

The 4 pipe culverts at km.308/531, km.308/931, km.309/190 & km.309/589 and 3 Minor Bridges at km.308/759, km.309/159 & km.309/468 in between Km 308.131 to Km 309.721 of NH-45 will be constructed along with the service road.

Improvement of 42 new National Highways in Madhya Pradesh

The Minister of State for Road Transport and Highways, Shipping and Chemical & Fertilizers Shri Mansukh L. Mandaviya informed the Lok Sabha in a written reply to a question today that 42 number of highways aggregating to 8052 km have so far been declared as National Highway in the state of Madhya Pradesh.

He said that the Detailed Project Report (DPR) are taken up for improvement of newly declared National Highways. Based on the outcome of the DPR, the construction work is taken up in a phased manner depending upon availability of fund and inter se priority. The Minister informed that the works for 4299 km length of National Highways have been sanctioned at a cost of Rs. 21646 Cr so far, which are in various stages of progress.

He further informed that the Pipariya-Hoshangabad section has been in-principally declared as National Highway. Detailed Project Report is likely to be completed by 31st March 2018 and based on the outcome of the Detailed Project Report, the section may be considered for declaration as National Highway and further development.

National Highways in Chhattisgarh

The total number of National Highways passing through Chhattisgarh State is 19, having total length of about 3523 km. Four laning has been done for various sections of National Highway no. 53 having length of 317 km. Three proposal for upgradation of National Highways No. 930, 130A & 130 C to 2 lane standard are included in the Annual Plan 2017-18. The Funds allocated under NH (O) during the last three years is Rs. 2002 crore.

WB Study for Passenger Mobility Enhancement

The Ministry of Road Transport and Highways has instituted a study under World Bank Technical Assistance (WBTA-27) for passenger mobility enhancement. The study has identified 75 routes which have low passenger share of buses and high overall passenger car unit (PCU) count. There is greater share of private vehicles as compared to buses on these routes. The study assessed all India traffic survey data and toll data covering major corridors in the country to identify these routes. The list of 75 routes is enclosed is as follows:-

Vice-President of India Shri M. Venkaiah Naidu unveils plaques to mark the laying of the foundation stones of the International Exhibition-cum-Convention Centre (IECC) & Integrated Transit Corridor Development Project.


Vice-President of India Shri M. Venkaiah Naidu unveiled plaques to mark the laying of the foundation stones of the International Exhibition-cum-Convention Centre (IECC) & Integrated Transit Corridor Development Project in New Delhi today. Speaking on the occasion, the Vice President said that IECC at Pragati Maidan will be a state-of-the-art world class complex. He said that such a complex was long overdue at a central location in the capital city of Delhi. He further added that the IECC project will strengthen and diversify the roots of trade within India, while also giving a boost to India’s trade with different markets of the world.

The Vice President emphasised the need for such convention and exhibition facilities in other cities as well. Linking the initiative to Prime Minister’s slogan to Reform, Perform and Transform, he said it was aligned with the basic objectives of development and good governance.

Commerce and Industry Minister Shri Suresh Prabhu emphasised the importance of such projects for propelling India into a new trajectory of growth and development. He said the facilities which are going to be created by ITPO as part of IECC, are really in the spirit of what Modern India should be. India will be able to truly showcase its prominent position in international trade and business through such exhibition halls. He said that the convention centre will be an exhibit in itself for New India.

Shri Hardeep S. Puri, Union Minister of State (I/C) Ministry of Housing and Urban Affairs emphasised the role of his Ministry in approving and funding the Integrated Transit Corridor Development Project which will lead to traffic decongestion in and around Pragati Maidan. This project will provide an alternative to Bhairon Marg through a 27 mtrs. wide six lane tunnel underneath Pragati Maidan connecting Purana Qila Road to Ring Road, while Mathura Road will be signal free from W point to DPS. MoS (I/C) said that IECC is going to be an iconic centre which will draw visitors for its own beauty and help Delhi assume its rightful role as a Global City where world leaders and businesses want to stage International Events.

Shri C.R. Choudhary, Union Minister of State for Commerce & Industry stated that the Prime Minister has laid emphasis on development of infrastructure to achieve the larger goal of inclusive growth and development. He appreciated the role of Chairman of ITPO, Shri L.C. Goyal for construction of this landmark structure at such an amazing pace to be completed within two years.

Shri L.C. Goyal, CMD, ITPO said that the complex would be a new landmark in the capital city of Delhi and more significantly a unique symbol of New India envisioned by the Prime Minister of India. He further added that it is a big day for ITPO, and it will be a bigger day when they deliver these projects of national importance and superior quality by September’ 2019.

2800 Highways Construction Workers trained under Skill Development Initiative of Road Transport & Highways Ministry

Shri Nitin Gadkari distributes Certificates to over 300 Trainees

Says 1 Lakh more workmen to be trained under the scheme by June 2018



Nearly 2800 workers from the states of Karnataka, West Bengal, Rajasthan, Bihar and Odisha have been trained in World Bank funded projects in the trades of masonry, bar-bending and shuttering over a span of four months, as part of a skill development initiative of the Ministry of Road Transport & Highways. Over 300 workers from among them received certificates from Shri Nitin Gadkari, Minister of Road Transport & highways, Shipping, Water Resources, River Development and Ganga Rejuvenation at New Delhi today. Shri Dharmendra Pradhan, Minister of Skill Development and Entrepreneurship and Petroleum and Natural Gas, and Shri Mansukh L Mandaviya, MoS Road Transport & Highways and Chemicals & fertilizer were also present on the occasion.

Speaking on the occasion Shri Gadkari announced that a further 1 lakh twelve thousand workmen will be provided training at 310 projects of MoRTH, NHAI and NHIDCL by June 2018, under six trades namely masonry, bar-bending, shuttering, scaffolding, painting and plumbing. Orders for this were allotted to nine skill training agencies on the occasion. The Minister also said that about 2.5 lakh workmen will be trained in other projects of the Ministry, NHAI and NHIDCL by 2019. The state wise number of persons to be trained is as follows

To fulfil the requirement of trained workforce in highway construction, M/oRT&H had taken an initiative for skill development of workmen in highways construction sector under Recognized Prior Learning (RPL), in projects costing Rs. 100 cr. and above through authorized Training Providers of DGT, M/o Skill Development and Entrepreneurship. (RPL is a platform that aims to provide recognition to informal learning or learning through work) As per the scheme, a dedicated fund of 0.1% of civil construction cost has been allocated for the Skill Development. It has been made mandatory for every contractor who is awarded a highways contract, to train at least ten persons for every one crore spent on the project.

Under this scheme, training and assessment fees are paid completely by the Government. The scheme also has a provision of payment of stipend to the trainees to compensate for wage loss during training period. The stipend is directly transferred to Aadhar linked bank account of the trainee without any mediators or commission.

Shri Gadkari further informed that it is proposed to train around 3.5 lakh workers under Bharatmala. He said highways construction work worth Rs 7 Lakh Crores will be done under Bharatmala Pariyojana. 4600 mandays of employment is generated while constructing one lane of one km of a highways stretch. Thus Bharatmala Pariyojana is expected to generate about 10 crore of mandays.

Shri Gadkari urged Ministry of Skill Development to design and conduct courses tailored to suit the upcoming requirements of the road transport, shipping, water resources and river development sectors. He said each of these sectors is undergoing massive expansion and transformation. Sagarmala, with its projects for setting up of 14 coastal economic zones, enhancing port connectivity and strengthening of ports will also generate over I crore of direct and indirect employment. New modes of transportation like the sea planes and amphibian buses will require drivers skilled to run these. Water resource sector is coming up with new and innovative irrigation schemes and projects for interlinking of rivers that will not only raise the income of farmers but also create new employment opportunities for them. Shri Gadkari said that we need to train our youth so that they can take advantage of these newly emerging employment opportunities.

Shri Dharmendra Pradhan said that the initiative of the Ministry of Road Transport & Highways was the first initiative of this scale by any Ministry. He stressed upon the need for extensive training of the country’s work force in the emerging trades and technologies for realizing the dream of building a new India.

Shri Mansukh L Mandaviya said the highways and shipping infrastructure sector have grown very rapidly in the last three years. This has led to the creation of many employment opportunities. These opportunities are going to expand further in the coming years with ambitious projects like Bharatmala and Sagarmala unfolding on the scene. We need to equip our youth with the very best training so that they are able to raise their employability and their income.

All NHAI run toll plazas soon to have Highway Nest (Mini) food and beverage kiosks

Toll plazas run by NHAI will soon have kiosks selling drinking water, tea/coffee, and packaged food for the convenience of highways users. Termed as Highway Nest (Mini), these kiosks are under construction on both up-side and down-side at all 372 NH run toll plazas. These kiosks are being built on 10mx20 m paved platforms about 200-250 m from the toll plaza. Toilet facilities for ladies/gents and physically challenged persons are also available at these sites.

Two Highway Nests (Mini) have been inaugurated already - one at Narayanpura toll plaza on NH-76 on Udaipur-Chittorgarh-Kota route under Regional Office, Jaipur and another at Hyderabad-Vijaywada section of NH-65, Korlapahad toll plazas at km 118.250 (TP-2) under RO Hyderabad. Efforts are being made to have the Highway Nest (Mini) in place on all the remaining toll plazas by the end of March 2018.

The widened road could serve as an alternative highway to Bengaluru

Though the project to widen the existing highway between Bengaluru and Mysuru is yet to start, the work on widening the National Highway 209 connecting Bengaluru with Dindigul in Tamil Nadu via Kanakapura, Malavalli and Chamarajanagar has gained momentum.

The work on the widening of the NH 209, which began two months ago, is expected to be completed in the next two years, according to R. Dhruvanarayan, Chamarajanagar MP, who inspected the ongoing works earlier this week.

The NH 209 has been mooted as an alternative road between Bengaluru and Mysuru as the traffic between the two cities has increased by leaps and bounds over the last few years virtually choking National Highway 275 that passes through Mandya, Maddur and Ramanagaram.

The widening of NH 209 has been taken up at a cost of ₹1,961.94 crore. While ₹1,008 crore will be spent on laying the road, ₹953.94 crore will spent on land acquisition, said Mr. Dhruvanarayan. “A total of ₹44 crore has already been spent on the highway project during the last two months,” he said.

In Karnataka, the Bengaluru-Dindigul NH 209 spans across 167 km from Bengaluru to Karnataka’s border with Tamil Nadu. The 33 km-stretch of NH between Bengaluru and Kanakapura will be a four-lane highway while the remaining 137 km will also be widened even though it remains a two-lane highway.

However, motorists from Mysuru should proceed on the road to Malavalli, about 50 km from the city, before hitting the NH 209. The distance between Malavalli and Bengaluru is around 108 km.

Even though NH 209 is about 20 km more than 275, the highway via Malavalli and Kanakapura can prove to be an alternative to the vehicular traffic-choked NH 275, which is prolonging the journey between the two cities, particularly during weekends and holidays.

Meanwhile, Mr. Dhruvanarayan said a total of 67 km of the NH 209 between Bengaluru and Dindigul passes through Chamarajanagar district. He added that the highway will have a total of 42 km of by-pass roads near major towns including Chamarajanagar and Kollegal.

Also, three major bridges and 12 minor bridges, besides one railway over bridge and three vehicle underpasses will be built across the highway in the district, he said.

Minister for Roads and Buildings T. Nageswara Rao laid the foundation stone for the much-awaited high-level bridge across the Akeru river in Tirumalayapalem mandal on Friday.

Built at a cost of nearly ₹9.60 crore, the bridge would facilitate hassle-free traffic movement on the Tirumalayapalem-Mulakalapalli road frequented by farmers, sources said.

The Minister also formally launched works for the construction of a permanent building of Kasturba Gandhi Balika Vidyalaya at an estimated expenditure of ₹2.05 crore in the mandal headquarters town.

NHAI provides toilets at 192 toll plazas; remaining 180 toll plazas to be covered by March 2019

The National Highways Authority of India has provided toilet facilities at 192 toll plazas across the country, while the remaining 180 toll plazas will be covered by the end of March, 2019. Under the Government of India’s flagship programmes Swachh Bharat Mission, NHAI is providing separate ladies and gents toilets on both upside and down side of each of its 372 toll plazas, and also placing litterbins and hoardings carrying the Swachhta message along with message discouraging littering at these sites.

NHAI has observed both the current Swachhta Pakhwada from 16th-31st January as well as the earlier one from 16-31st July, 2017, and proposes to achieve the target of providing toilet facilities at every toll plaza during the final year of the Swachh Bharat Mission . The Ministry of Road Transport & Highways is monitoring the progress in this regard.

The following activities have been undertaken under the current Swachhta Pakhwada between 16th -31st January, 2018 at all the toll plazas along National Highways:

i.) Making toll plazas free of open defaecation

ii.) Provision of temporary toilets at toll plazas during the Pakhwada

iii.) Swachhta Pakhwada Awareness Workshops

iv.) Making all road-side Dhabas litter free with well-maintained hygiene

v.) Special cleanliness drive/Mega road cleaning event/Shramdan

vi.) Generation of less waste during road building

vii.) Issuing circular to the companies to maintain adequate sanitation facilities during the road and bridge construction.

viii.) Litter free construction sites

ix.) Display of Swachhta message through banners, posters and hoardings.

x.) Tree plantation and ensuring maintenance and growth

xi.) Awards for functionaries of SBM

xii.) Outdated posters along highways to be removed as these add to clutter and also distract road users.

NHAI heading towards a quantum jump in award of projects –has invited bids for 10,460 km till January in FY 2017-18

The National Highways Authority of India has invited bids for a length of 10,460 km, costing nearly Rs.1,75,000 crore till January, 2018, and is all set to achieve a quantum jump in the award of road projects in the year 2017-18. Further bids in another 1,000km will be invited within the next 15 days. The average length of road projects awarded by NHAI in the last 5 years was 2,860 km, with 4,335 km awarded in 2016-17. Shri Nitin Gadkari, Minister for Road Transport & Highways, Shipping and Water Resources, River Development and Ganga Rejuvenation had set a target for NHAI for award of 10,000 km this year. Projects for a length of nearly 2,700 km, costing Rs.43,000 crore have already been awarded by the Authority in 2017-18, and there are plans to award 3,300 km. in Feb. and 5,000 km. in March, 2018 subject to a good response in bidding and cooperation from state governments in land acquisition and project clearances.



A list of the projects awarded and tendered so far is placed below. The projects awarded and likely to be awarded by March, 2018 cover 1,900 km. in Maharashtra; 1150 km. in Rajasthan; 1,020 km. in Uttar Pradesh; 880 km. in Odisha; 745 km. in Andhra Pradesh; 740 km. in Madhya Pradesh; 650 km. in Gujarat; 620 km. in Karnataka; 570 km. in Tamilnadu; 500 km. in Bihar; 430 km. in Jharkhand; 365 km. in Telangana; 350 km. in Haryana; 280 km. in West Bengal; 270 km. in Chattisgarh; and balance in other states (150 km.in Punjab; 150 km. in Himachal Pradesh;140 km. in Delhi, 120 km. in Kerala; 100 km. in J&K).



With the above jump in awards, NHAI is set to give a good beginning for the ambitious “Bharatmala Pariyojana” approved by the Government in Oct., 2017. To ensure that the targets are achieved, NHAI has set up a robust monitoring mechanism. Officials from the NHAI headquarters have been visiting project sites of critical projects and meeting officials of state governments (District Collectors and Land Acquisition Officers) for expediting land acquisition and project clearances. NHAI has also recruited a large number of retired revenue officials at the field levels.



NHAI is also ramping up the pace of construction. In 2017-18, NHAI is set to complete construction in a length of 3,500 km. against the average in last 5 years of 2,170 km. To maintain the pace of construction, NHAI has commenced works on 27 new projects covering 1,330 km and will commence the work soon on another 50 projects covering 3,000 km. Banks/ financial institutions are now showing keen interest in Hybrid Annuity Mode (HAM) and financing of HAM projects is now happening smoothly.

Concessions Regarding Width of NHS

As per Indian Roads Congress (IRC) codes/guidelines, generally 60 m Right of Way (ROW) is acquired for development of National Highways (NHs). However, considering the land constrains in some of the states the Right of Way (ROW) requirements has been reduced to 45 m.

Investment on Highways

The Cabinet has accorded approval to the investment proposal for the umbrella highway sector programme Bharatmala Pariyojana (BMP) Phase I on 24.10.2017 for development/upgradation of 34,800 km of National Highways (NHs) with an outlay of Rs.5,35,000 crore for over a five year period i.e. from 2017-18 to 2021-22.

In addition, 48,877 kms of projects under other ongoing schemes like NH(O), Special Accelerated Road Development Programme in North East (SARDP-NE), Externally Aided Projects (EAP) and Roads Projects in Left Wing Extremism Affected Areas (LWE) are also to be implemented during the same period. This has an approved additional outlay of Rs.1,57,324 crore.

Therefore, including Bharatmala Pariyojana Phase-I, 83,677 kms of highway sector projects are proposed to be implemented with an overall cost of Rs.6,92,324 crore over a five year period.

Steps Taken To Expedite National Highways Projects

The Ministry of Road Transport and Highways has taken several steps to decentralize work and road projects. Various orders like delegation of Powers to Chief Engineer-Regional Officer (CE-RO) at MoRTH Regional Offices, Delegation of Power in Implementation of the Projects, Delegation of powers for Administrative/ Financial Approval Periodic Renewal/ Improvement of riding quality Programme (PR/IRQP) under Maintenance and Repair (M&R) of NHs (Non-Plan) – First Phase, Procedure for Processing of Cases of Utility Shifting and Guidelines regarding procedures to be adopted for invitation of tenders and qualification of contractors for execution of Road and Bridge Works on National Highways and Centrally Financed Schemes-Modification in Procedures have been issued by the MoRTH.

The Delegation of power across various levels is also part of the Cabinet approved Bharatmala Pariyojana (BMP) Phase – I for development/upgradation of 34,800 km of National Highways (NHs) with an outlay of Rs 5,35,000 crore over a five year period i.e. from 2017-18 to 2021-22. For EPC projects, NHAI Board (Authority) has been authorized to appraise and approve the projects irrespective of cost. For all BOT (Toll) projects of NHAI Where no grant is required to be given to concessionaires, the Authority has been authorized to appraise and approve the projects irrespective of cost. NHAI Projects under Hybrid Annuity and BOT(Annuity) modes with cost (TPC excluding Land Cost) up to Rs 2000 crore are to be appraised and approved by Ministry and Hon’ble Minister RTH respectively.
