4th Road Show by NHAI to invite investors for the second bundle of Toll-Operate-Transfer Project

Shri Nitin Gadkari, Union Minister for Road Transport & Highways, Shipping, Water Resources, River Development & Ganga Rejuvenation will attend a Road Show on the second bundle of Toll-Operate-Transfer (TOT) in Mumbai on the 15th of this month. The event will be organized by National Highways Development Authority (NHAI) at 10.30 AM in Hotel Hyatt Regency, Sahar Airport Road, Mumbai. The objective of the Road Show is to invite prospective investors to be a part of the TOT projects. NHAI has done successful Road Shows in New Delhi, New York and Toronto in August and September this year.

TOT is a model for monetizing operational National Highways projects. The investor makes a lump sum payment in return for long term toll collection rights backed by a sound tolling system. The concession period is 30 years. Upto 49 % divestment is allowed till two years of the concession period. Upto 10 % change isn ownership is allowed after two years. The investor is de-risked from undertaking any construction. If required, NHAI will conduct capacity augmentation at its own cost.

The first TOT bundle of 9 projects, totalling approximately 681 KM of roads in two states of Andhra Pradesh and Gujarat, was awarded in 2018. Huge interest was shown by foreign investors. TOT Bundle-I was awarded to Macquarie for Rs. 9,681 Crore, which was 1.5 times the Authority’s estimate.National Highways Authority of India did a financial closure of this project, with the India chief of Macquarie handing over a cheque for Rs 9,681.5 crore to Shri Nitin Gadkari on 29th August 2018 in New Delhi

The second bundle of over 586 kms is now offered spread over four States – Rajasthan, Gujarat, West Bengal and Bihar. The offer has 12 toll plazas across four highways.

Shri Mandaviya Says Bhoomi Rashi Portal has Changed the Process of Land Acquisition System in the Country

He Saysthe Portal has Made the Land Acquisition Processspeedy, Transparent and Error Free

Union Minister of State for Road Transport & Highways, Shipping and Chemical & Fertilizers, Shri Mansukh Mandaviya has expressed confidence over the successful implementation of the BhoomiRashi Portal in Land Acquisition process for roads and highways sector in the country. Speaking in New Delhi today Shri Mandaviya said that digitalization in India is reaching new heights under the able leadership of Prime Minister Shri Narendra Modi, and the Bhoomi-Rashi portal of Ministry of Road Transport & Highways is an excellent testimony to this success. The portal allows for totally digital and paper-less processing of land acquisition cases, and has resulted in transparent, quick, corruption-free and error-free handling of land acquisition cases.It has alsomade the possible real-time tracking of activities and generation of reports relating to land acquisition.

Shri Mandaviya informed that revenue records of about 7 lakh villages across the country have been integrated in the portal. He said, this digital change has drastically reduced the time taken for issuance of land acquisition notifications from 3-6 months to 1-2 weeks. The Minister informed that while during the past two years, about a thousand land acquisition notifications could be issued every year, over 1700 notifications have already been issued by the Ministry in the first seven months of this financial year.

Shri Mandaviya further said that the process has also brought transparency in the system. Earlier the approved compensation amount used to be parked with the CALA (Competent Authority for Land Acquisition) but with BhoomiRashi portal this amount directly transferred into the account of the person concerned, through Public Financial Management System which is an integral part of the portal. In addition to this, the process is also environment friendly since there is no physical movement of files – all work is done digitally. Shri Mandaviya said the BhoomiRashi portal is truly a success story of Digital India.

Government of India sign $200 Million Loan to improve State Highways in Bihar


The Government of India signed here today in New Delhi a $200 million loan on 26.11.20L8 to finance widening and upgrading of about 230 Kilometers State Highways in Bihar to all-weather standards with road safety features.

The signatories to the loan agreement for the Bihar State Highways III Project (BSHP-III) were Mr. Sameer Kumar Khare, Additional Secretary (Fund Bank and ADB), Department of Economic Affairs in the Ministry of Finance, who signed on behalf of the Government of India, and Mr. Rajeev P. Singh, Officer in-Charge of ADB's India Resident Mission, who signed for ADB. The project agreement was signed by Mr. Vipin Kumar, Resident Commissioner, Govt. of Bihar and Mr. Chandra Shekhar, Chief General Manager, Bihar State Roads Development Corporation Limited.

After signing the Loan Agreement, Mr. Khare said that this loan will complement the efforts of the Government of Bihar to upgrade all State Highways to meet the minimum two-lane standard with better surfaces and improved road safety leading to improved connectivity.

Mr. Singh said that the New Loan will continue ADB's support in the development of the road sector in Bihar. The improved roads under the Project will contribute to savings in vehicle operating cost and travel time, reduce vehicle emissions, and improve road safety. The Project will also establish a State-level Road Research Institute to improve technical and management capacity of the Road Agency Staff.

Since 2008, ADB has provided four loans to Bihar, amounting to $1.43 billion, to upgrade about 1,453 km of State Highways and to construct a New Bridge over the Ganga River near Patna.

This BSHP-III project, approved by the ADB Board in October this year, will involve upgrading State Highways to standard two-lane width with road safety features and paved shoulders including reconstructing, widening, and strengthening culverts and bridges. The Project will also build institutional capacity of the State for road design and maintenance and incorporate appropriate new technologies in the State's road sub-sector.
