I do know the problems Karachi is facing as I myself is from Karachi. But blaming everything on govt is nothing but escaping from your own responsibilities.

I am from Karachi and I think most of the blame goes to Karachi citizen.I have seen people living in korangi, orangi and most low income areas come out of home and throw their trash outside their home on road. I have seen them throw it on footpath, parks and almost every place. Sometimes I was shocked with the casualness with which they throw the trash.
Also Karachi is huge city and it will require big effort to collect garbage.

I agree the people are just as responsible for throwing garbage. The people have the resposbility to keep their cities clean and not throw garbage but this is not Europe we are talking about. There are no solid systems in place for waste management the authorities are at least responsible for that part. Both the citizens and the authorities have their responsibilities, the people can't store all their garbage inside their houses forever because they aren't collecting garbage.

In Sri Lanka there have been instances of ministers from the Central government intervening when Local Governments doesn't do their job.

The town in that video is insignificant compared to big cities like Karachi which has a higher population than entire SL.
The issue here is that the Pakistani government is ignoring the issue.

Remember, times will change for Pakistan too. Take the Turkish mega city Istanbul as an example. There is no difference between Karachi today and Istanbul in the 90's.

Punjab = 21 out of 31 federal seats, has a 67% share in the central decision making process.
This includes NA Speaker and CM Punjab. CM Punjab is included because of him being a heavy weight in the ruling elite and his influence in federal decision making.

I also gave weight to central/federal decision making control as such:

Each Minister = 10
Each CM = 10

PM = 100
Fin Minister = 75
CM Punjab = 100
Min Planning = 50
Inter Minister = 50
NA Speaker = 50
Commerce Minister = 25

Total Punjab Heavy Weights = 450
Rest of 14 Fed Ministers from Punjab = 140
Total Weight of Punjab = 590
Rest of country (10 ministers, 3 CMs) 130

Total Weight Pakistan = 720
%age Weight Punjab ~ 82%

With this disproportionate decision making and control of resources, no wonder Pakistan is just Lahore. Rest of the Pakistan can be found somewhere around Lahore.

Federal Govt takes care of Punjab and rest of Pakistan to an extent. Punjab Govt also takes care of Punjab because it is Govt for Lahore and Punjab.

So who will take care of Karachi?
Sindhi wadera class which rule all over Sindh and Karachi, Karachi is just a milk making cow like it is for rest of Pakistan. Urdu speaking majority of Karachi and Hyderabad has no weight in the political corridors of Pakistan and Sindh! Whatever control Karachi has over its development has been robbed of him by PPP and PML(N) by snatching all power from local government system. Now Mayor of Karachi has to beg for every rupee to clean a sewer hole, a road, or a rain drain.

Karachi which provides ~ 50% of national resources can happily live in garbage and smell of rot.

So Who Will Take Care of Karachi?

Karachi could easily become a second Istanbul. It has the potential, the people and it is also a very historical city. What this place needs is a decent administration; people with real knowledge of the city who are trustworthy.

About Sindh government, they have been late but have finally done something. Chinese company is working on cleaning karachi with modern machinery. But MQM is still not happy because they demand half of money for doing the same work. I think its stupidity, days of some sweepers cleaning streets are over. British raj ended 70 years ago but some still want to clean it the old way. Giving money to so called corrupt local leaders is foolish. PPP have done right thing by investing in proper modern waste management company like the one in Lahore.

Punjab is not evil.

Punjab govt takes care of Lahore and other cities of Punjab because all citizens are Punjabis or 90% are, so no issue of ignoring them.
In Sindh, Karachi, Hyderabad are majority Urdu speaking Mohajirs and Sindh Govt an inward looking run by Sindhi speaking wadera tribal class. They dont care what happens with Karachi. After Musharraf, PPP and PMLN took away all local govt rights, mega city Karachi on the mercy of Zarday corrupt sindhi elite.
Who Karachi ppl look to? Altaf Hussain or should PM take notice. Karachi is just a spare wheel for center and Sindh govt. You dont have any clue or odea.

There have been many comments saying that it is the people's fault primarily that the city is in the state it is. I don't think we are in a position to make that judgement yet. Here's why:

With a city the size of Karachi 12,000 tonnes of garbage is produced daily. In practical terms it is impossible for the population to move this garbage out of the city to landfills or processing plants. There needs to be a very efficient solid waste management system in place for a place this big. When we blame the people for the state of the city, we are really blaming them for not taking daily (or weekly trips) to landfill sites tens of kms away, through the nonexistent transport network, on their own expense to throw the garbage. I'm laughing too.

We can only go into the "people themselves are dirty" debate AFTER there is a solid waste management regime in place in Karachi. Right now, it is victim blaming.

Who is to say that a clean Karachi wouldn't discourage people from their habits of throwing garbage because afterall its easier on the conscience to throw garbage in a heap of garbage on the road rather than on a clean place where you are the first a**hole doing it.

It reminds of Istanbul before 1994. It was like trash everywhere coupled with extreme shortage of water and everything else. Strong stench of bad smell was taken by folks as Kadr. It even had a trash "bomb" due to methane release which killed a few dozens of folks. Then Reis Erdo'an became the Mayor from the party of Rahmetli Nejmettin Erbakan, the father of Muslim Siyaset in the Republic era. Istanbul's chronic trash and pollution problems, which were matters of ridicule by the Europeans, and water shortages were solved in a record time. As for Reis Erdo'an, he hasn't been looking back since then even when they came with F16s and SEAL commandos to kill him...
