Moreover, India is already a party to the Kashmir Resolution. India don't have to declare it's agreement with it. So it would be incorrect to say that India will have to agree to it first. India already agreed when the resolution was drafted.

On the other hand, Pakistan has to act FIRST according to that very resolution which Pakistan has failed to do so far. It's a fact. In addition to that, Pakistan has changed the demography of Kashmir by allowing non-kashmiris to settle in the disputed area. India hasn't done it.

So it has become more complicated because of Pakistan's actions. It would be completely dishonest to blame India for the present scenario.

The only way out is to either reach a compromise or Pakistan act on UN resolution. There's no third option.

I guess both India and Pakistan are settling for the 3rd option on Kashmir. India can milk the Baluchistan cow all it wants but there isn't any, that is not a threat for Pakistan.
