Pakistan and China knows that, that is why those systems are now not only rely on radar there are other means too and China is upgrading SAM systems with EODAS type system and AESA radar, it will be huge task for any anti radiation missile to find and after that hit that target because even if ARM find the target it will have to go through layers of dedicated defenses which will be there just to take out incoming PGMs, ARM etc.

I don't think Pakistan needs to come up with a reply every time India upgrades its armament. This will give rise to weapon race. India has to defend against China also. So just let it go and instead of spending in military, spend in other social sectors. Already Pakistan economy will face hardship with US pullout in near future. But when majority of systems goes down you cant do anything with few systems.
This is the case where the Fifth gen fighter will come forward.
Saturation attack is also another way .And low speed cruise missile can be use as a bait to find out your covered systems .Because when we launch on Nirbhay you will automatically disclose the location.Then things will be very easy for stealth fighters .But we can implement only after Fifth gen induction and Rafale can also do that job.
