yeah it's a weird mindset, it just means Chinese investments will require a great deal of scrutiny before it's approved and the Germans have to be ever vigilant that these ports aren't used for criminal activity like smuggling of fentanyl or human trafficking.

Well, it means it is just a business deal, the Chinese company now own the lease does not even have control of the harbor and the harbormaster. That's remain a federal employee, and these Chinese think they can park their warship in Hamburg anytime they wanted, let alone the criminal activities lol....

People seems to forget a port is inside some country's territorial waters, the government, not the port company dictate terms who get into their own territorial waters. They can't use it for anything else other than what the German government told them to.
