The recent terrorist assault in Pahalgam, Jammu and Kashmir, which claimed 26 lives, prompted India to take a number of important actions, due to "cross-border linkages" to the attack, the Cabinet Committee on Security CCS, which is led by Prime Minister Narendra Modi, decided to permanently halt the Indus Waters Treaty with Pakistan, this action represents a significant change in India's strategy toward Pakistan, given the treaty has withstood multiple disputes between the two countries since it was established in 1960.
Additionally, India has suspended the SAARC Visa Exemption Scheme for Pakistani nationals, requiring those currently in India under this scheme to leave within 48 hours, the Indian government has also declared Pakistani military advisers stationed at the Pakistani High Commission in New Delhi as "persona non grata," ordering them to leave India within a week. In response, India will withdraw its own defense, naval and air advisers from the Indian High Commission in Islamabad.
The Indian government has not formally offered proof that Pakistan was involved in the Pahalgam attack while these steps, Khawaja Asif defense minister for Pakistan, has denied any role for Pakistan and blamed the carnage on "home-grown" Indian forces, the Indian Foreign Secretary, Vikram Misri, stressed that although the CCS had a briefing on cross-border connections, no public data has been provided to back up these assertions.
Pakistan agriculture, food security and energy production may all be significantly impacted if the Indus Waters Treaty is suspended because it regulates the use of six rivers in the Indus Basin, the suspension has not yet received an official response from Pakistan, but any interruption in water flows is likely to cause diplomatic problems and may require international mediation.
