Pakistan did not remove their forces which was the prerequisite for plebiscite.. After a significant time passed, India walked away from the agreement because of this delay on Pakistan's part. This duplicity of Pakistan is exemplified by the fact that even today, Pakistan has not yet complied to the prerequisite to the plebiscite..

Nehru decided to not to hold the plebiscite in 1948.

Was giving it a thought for a while that UNHRC must conduct Nuremberg style Trials for IA officer and Indian leaders for the genocide it committed on the orders of their political masters sitting in delhi in last 20 years.With the Discovery of graves for which current indian govt has refused to do DNA testing its now world's duty to see to it that culprits of kashmir genocides must be booked and tried accordingly like Nazis for their crimes against humanity in kashmir and elsewhere in india.

Certainly investigation should be conducted, but do remember most of the graves belong to militants, hence dna testing will be a waste cause, countries that do not claim thier own soldiers, doubt will claim their terrorists.

Lets put this in perspective by saying that No Plebiscite shall ever take place.

The UN resolution is NOT enforceable.
