From today onward I have decided I won't complain about How Punjab Police works. Because sorry the environmental conditions they work in are beyond disastrous. I work in PU and my office looks like Palace if compared to many Police stations in Lahore. From no AC Dala to disastrous Police Station buildings to 12 to 14 hour duty time. Not to forget even weapons which are given are ancient and less ammunition. Sorry if you really expect them to perform after that than you have lost your brain. All Hail Shabaz Shareef.
You remember there was a post you made few years ago about 150 policemen in every station ? and there was also an incident where you approached FIA for losing a card ?
I went quiet on your proposal of 150 policemen in station coz maybe you didnt like my views. Anyways just wanted to layout a structure that is loosely followed in Punjab Police. Police stations usually have following staff:
1. Foot Patrolling guards ( or COP)
2. Magazine guard
3. Personal guards including VIP escort for out of station high ranking officials.
4. Station staff or Lines establishment staff (permanent duty staff, telephone, runners etc)
5. Investigation staff (Investigation officers, detectives etc)
6. Lock-up guards
7. Guards sanctioned for escort of prisoners and treasure.
8. Judicial guards
9. Motor Mobile Patrol Staff/Guard
10. Traffic Staff (either attached by orders from DIG traffic or under SHO of respective police station)
11. District Inspectors
12. Armed reserve
Considering that most stations are under staffed and most of the staff is on VIP duty or escort duty, the first step should be to ensure that every PS is staffed adequately. Then it has to be seen how many PS are covering just Lahore and the population numbers they are responsible for.
I read your incident of losing card in mall. The approach you took could have been taken in a different manner like making first contact with Bank rather than Police. Its not a CNIC after all, its an ATM card. However, if you do have to approach the Police or any other institution either private like a bank, or semi government like PTCL or Government like Police and you don't phone in advance through some "contact" (Pawa from above), then either know the policy/ law before hand for that matter which cannot be always the case or drag an advocate friend along, otherwise consult knowledgeable folk in your circle who may have had to go through experiences similar to yours and they might be able to guide you in best possible manner before you take your first step when facing an issue. The ignorance or lack of knowledge of a person is what lets him down at many occasions in life, yet if you have speaking skills or you are good at table-talk you will be able to handle situations. Table talk doesn't mean bs-ing your way through a situation rather a combination of assertive talking (knowledge) and the smooth talking (knowing what words, tone and expressions to use). If the above fails, my own experience ( at banks, police stations, Government offices, NADRA etc) is that if you talk in English with a decent accent or fluency, a bit slow so the next person can understand you or pick words that matter, somehow most of the people in different institutions try to accommodate you. I can tell a few experiences where solely English speaking capacity has got the job done (including PS) for me but i hope you get my drift.
The point is, approach the situation with a plan, don't go in blind, deaf and mute.
Lastly, if you have spare time on your hands (yes everybody does if we don't waste time on Netflix, gossips, lazying away on sundays and burning fuel on roads just to get out of the house), then apply for LLB through distance learning. Being a plain MBA or Engineer just doesn't cut much in situations you can face in Pakistan unless you have good backing through real (close) sources at high posts. The word "advocate" with your name helps in Pakistan. Ignore the car plates with "advocate" written on them, most of them don't even have bar license.
PS: Although Johar Town (Emporium Mall incident) is one of the biggest towns in Lahore, there is no Police station there but a "Chowki" unfortunately. You being a Government employee (if im not mistaken) should bring it to Punjab Govt's notice.
