Fan boy is one thing, putting your nose into highly Engineering related topics is another, and even that, WITHOUT proofs or a full Engineering assessment!!! Electrical engineer turned project manager. Executed multi-million USD projects globally. And a resident of Pindi who uses this road almost every other day. Vendor was supposed to use the right quality and quantity of materials according to the engineering design and Gov body managing this project was supposed to ensure it. So how am I wrong when I say that the ultimate responsibility lies with the Gov?

NLC is the National Logistics Cell, they don't do construction genius, they do logistics.

NLC also build remember the sheer Shah bridge that fell was also build by NLC

NLC wins a contract for Pindi section of Metro Bus Project

RAWALPINDI: Three firms were selected to build the Rawalpindi part of the Metro Bus Project when bids for the works were opened on Monday, but the army-run National Logistics Cell (NLC) won the best deal.

Its bid of Rs4.71 billion for one of the three sections of an elevated road to be built from Flashman’s Hotel to Faizabad, was accepted by the Rawalpindi Development Authority (RDA) although it was nominally above the official offer of Rs4.7 billion for the job.

Of the other two winners, ZKB bid was Rs600 million less than the official offer of Rs5.3 billion and the Lemark-Reliabale joint venture’s was Rs200 million less than the official Rs3.7 billion.

District Coordination Officer Sajid Zafar Dall, who presided over the scrutiny of the bids, said that NLC’s bid was comparatively lower than other firms.

“There is no need to re-invite any more bids for this section as it is some million higher than the official estimates,” he told Dawn.

Nine firms were vying for the three contracts in the bidding process, held for the second time because of the objections raised by the Chinese firm CGRF to the first processing held in February.

However, the CGRF found itself ousted again as it failed to produce the Pakistan Engineering Council’s certificate that it was a Category A firm.

Another army-run firm, the Frontier Works Organisation (FWO), also was in the run but lost the race because its bids were higher. Interestingly, the FWO entered the bid when it had abandoned the contract awarded to it to rebuild the burnt out Madressah Taleemul Quran in the city on the plea that it was busy in Balochistan.

NLC won the contract for the Committee Chowk to 6th Road section of the elevated road over the Benazir Bhutto Road. It is the first contract in Rawalpindi that NLC got through proper bidding. In the past the provincial government awarded it contracts for three flyovers worth about Rs4 billion without calling any bids for the jobs.

At present it is working on widening the Marrir Chowk Railway Bridge for Rs550 million.

A RDA officer, requesting anonymity, confirmed to Dawn that the provincial government is yet to acquire land for the construction of bus stations in thickly populated area from Committee Chowk to 6th Road and needed a ‘powerful’ contractor for the purpose.

Bids for the Rawalpindi part of the Metro Bus Project were opened at RDA office in the presence of District Coordination Officer Sajid Zafar Dall, RDA Chief Engineer Asghar Warraich, Lahore Development Authority Chief Engineer Israr Ahmed, Nespak representative Suhail Sulhari and Works and Communication Executive Engineer Mohammad Haider.

ZKB won the contract for Package A of the project that is Flashman’s Hotel to Committee Chowk section, NLC for Package B, from Committee Chowk to 6th Road, and Lemak-Reliable joint venture for Package C from 6th Road to Faizabad.

DCO Dall said that in the next two days the RDA will ask the contractors to start moving their machinery and equipment to the work sites and formal work will start from March 27.

“It is not violating any rules. According to PEPRA rule, the work order is issued after 10 days of the bidding,” he said. Though acknowledging that land acquisition for bus stations would take two months, the DCO said it would not affect the construction work of elevated road from Saddar to Faizabad.

DCO Dall said the process of prequalification for the firms for Islamabad section of the Rs23.9 billion metro bus project would start soon.

This is fact. You can't argue with this.

They chose contractors based on commissions/kickbacks. Their preference is obviously towards foreign companies.
The contractor is NLC which is a renowned local firm. Do some homework before farting online.

Right, the extra concrete was left sticking to the BOTTOM of the bridge. See the pictures, my friend. And this coming from someone who absolutely loves the metro. Someone has to pay for this poor guy's life.

That concrete was stick on the sides of the columns near the bottom. Check the pic.

I am going to ignore whatever personal crap you've written. But your "Educational" background sounded impressive for a second till I saw the personals. I highly DOUBT you've executed projects across the globe as the "civil" and "polish" personality from your posts is missing. But that's ok. Electrical Engineer isn't an authority over Civil Construction, Metal and other items we've been discussing here.

Who managed the project? Did SS sit down over it? Projects this size (if you REALLY have a project management background) are executed by the contracting company. Government provides oversight. When someone bids on the project, one of the few MAIN requirements are higher quality material. That's why you have LICENSES. In any country, if an Engineering Company, a Doctor or any License holder does fraud and is proven through an investigation, they lose their license, pay millions in damages and fix the problem, AND lose the contract.

So why not follow the legal process and take the builder to the court, ask for damages, do a full investigation and find out who did fraud. What's wrong with it? That is THE legal process used throughout the world. So why there should be an exception that should be made to include SS or NS in it? These things have and will happen as humans work. Unless you think God would send angels to develop Pakistan???

Tomorrow, a druggie on the street would get hit by a bus, would you ask for SS to be hung till death because eventually the state owns the transportation system? What's next? a dying patient who got wrong treatment from a doctor (happens all the time), would require SS or NS to be executed because they are the PM, so technically all institutes report to them?

I was one of those guys who wanted to learn multiple things. Like I said, I don't brag about these things. But if you are debating with me, try to bring facts in, vs. your personal opinions and gossip, when we are talking about loss of a human life!!!!

SS appointed Hanif Abbasi, a non-elected person, as the manager/overseer.

Projets this size are managed at different levels. From onsite project managers up to steering committees. Government's job is not merely oversight. Gov publishes the technical and financial specs, floats the RFP/RFQs etc. Approves bids. Oversees the execution. And finally, it performs audit and acceptance. So yea, government IS RESPONSIBLE if the project fails to meet its stated objectives in time, cost or quality (which is the case here). I forgot to mention that my projects included some government projects as well :)

Who said anything about NOT adopting the legal process. I am well aware of the practice both nationally and internationally. You don't need to fill your posts with random gibberish.
