We have minority quota in addition to they being able to compete on open merit. That's a plus for religious minorities of PK - their chances to get hired by center increase.

If you're a woman (separate quota for them), if you're non-Muslim (separate quora for them), if you're from Sindh Rural (where more Hindus reside), you have more chances of getting hired than a Muslim guy on open merit who takes the test from Punjab yet proves himself of higher caliber in the test than the Hindu girl.

Representation of Dalits/OBCs/Minorities are less in many institutions. Affirmative actions are being pursued, to bring these groups in forefront.

To be quite honest: a Muslim in that position would be a severe security issue for India. There are enough Sarkaris out there, that’s true, but national security is a hard business and not something that should be done by useless PR stunts. Muslims can be figure heads for PR, but not hold real power in India.

The other thing is that no sane Muslim would join Indian army or intelligence. It’s like Jews joining Nazi Germany (I know, Godwin’s law, but this is true).
