K-P to only hire women as primary school teachers

Nope that again is preference. Preference isn't the same as empowerment. Empowerment is when an individual goes out, completely confident in themselves and their capability, competing on merit and coming out on top, whether it is some woman or a man, doesn't make a difference. That is true empowerment and equality, atleast that's how I think or interpret the western idea of what empowerment and equality is.

As for how you make the market competitive, well thats rather easy, atleast in it's conceptualization. You provide sources that everybody can use, provided there is willingness. The people who make most of such resources will naturally have the competitive edge, that will translate in to the composition of the resultant HR. e.g. In this age of internet, you can easily come up with tools, videos, instruction manuals, books on child psychology and teaching methods, presentation methods etc. and put them up online and market them resulting not only in competition, but also a much more skilled and better HR (human resource).

So what do you do when cultural taboos prevent a woman from applying for the job, or when the person hiring is biased towards male employees?

Also not everybody has the resources that your talking about, most of these schools are in poor towns and villages where electrical supply let alone the internet is rare.

- The most important point you brought up is in fact, "most people don't have the resources", most people do have smart phones today, and the "resources" I was quoting can easily be disseminated through smart phones too..

-Economic difficulties usually break most of the cultural taboos for you. Just like many women in villages go out and take part in growing and maintain crops etc. Most likely, the next generation of Pakistani households will have a higher percentage of both partners going out and working since the cost of living will rise and will be very difficult to live on one income alone. (has already started in cities like Islamabad, Karachi and Lahore etc.)

-As far as hiring practices go, well a business doesn't care if it's a female or a male, a business only cares about what you can give them in terms of skills and what they can get out of you in terms of profit and MOST companies who have a good HR and HRD department understand that. The reason why you'll find the whole notion that women are "discriminated against" is because the fact that statistics show that women are overwhelmingly more likely to leave the job in between and go raise a family or atleast limit their working hours. That is true even in the west. So as a business you have to see 4-5 years down the line, where you have invested in your employees in terms or skill building but one day they just come up and give you a resignation letter "because I'm a woman and I have family obligations" and now you have to spend the time cost and the skill building cost all over again ... That's why there is a bias or atleast the notion of a bias to begin with...
