As official Iranian sources clarified, the money's held by Iranian banks not foreign ones.
Neither side has provided proof. But the Iranian side originally said it would be split among several Iranian banks in Qatar.
The issue them being in Iranian banks doesn’t matter much if Qatar government gives order to freeze banks assets. Each bank has a license to operate within that country which means they have to follow the financial regulations of that country and enforcement arm.
That being said, Qatar is about as friendly with Iran as it will get in the Arab world (minus Oman). So I would expect them to fight an asset freeze order via US pressure.
Iran should start spending that money ASAP, especially with possible Trump election around the corner.
