Millennium Challenge 2002 (MC02) was a major war game exercise conducted by the United States armed forces in mid-2002, likely the largest such exercise in history. The exercise, which ran from July 24 to August 15 and cost $250 million, involved both live exercises and computer simulations. MC02 was meant to be a test of future military "transformation"—a transition toward new technologies that enable network-centric warfare and provide more powerful weaponry and tactics. The simulated combatants were the United States, referred to as "Blue", and an unknown adversary in the Middle East, "Red".
Red, commanded by retired Marine Corps Lt. General Paul K. Van Riper, used old methods to evade Blue's sophisticated electronic surveillance network. Van Riper used motorcycle messengers to transmit orders to front-line troops and World War II light signals to launch airplanes without radio communications.
Red received an ultimatum from Blue, essentially a surrender document, demanding a response within 24 hours. Thus warned of Blue's approach, Red used a fleet of small boats to determine the position of Blue's fleet by the second day of the exercise. In a preemptive strike, Red launched a massive salvo of cruise missiles that overwhelmed the Blue forces' electronic sensors and destroyed sixteen warships. This included one aircraft carrier, ten cruisers and five of six amphibious ships. An equivalent success in a real conflict would have resulted in the deaths of over 20,000 service personnel. Soon after the cruise missile offensive, another significant portion of Blue's navy was "sunk" by an armada of small Red boats, which carried out both conventional and suicide attacks that capitalized on Blue's inability to detect them as well as expected.[1]
At this point, the exercise was suspended, Blue's ships were "re-floated", and the rules of engagement were changed; this was later justified by General Peter Pace as follows: "You kill me in the first day and I sit there for the next 13 days doing nothing, or you put me back to life and you get 13 more days' worth of experiment out of me.

In many -- not most -- such exercises, they are designed to CONSTRAIN the defenders while giving the 'Red' force considerable latitude in many ways, such as geography, or first strike casualties inflicted upon the defenders. They are designed to test the limits of the defenders when the defenders have to operate with certain doctrines that may be outdated. Another example is air combat training, which is a series of mini-exercises in their own, instructors with much more experience often lose to their students, not because they are inferior pilots, but because they deliberately set themselves up in inferior positions while at the same time coached the students on how to maintain their superior positions.as much as you are bigger you become a easier target ,

The new Kilos, to be based in southern Iran, are regarded by one U.S. intelligence official as so easy for U.S. aircraft to find and destroy that eliminating them would be little more than a "live fire exercise." Fars News Agency :: Iranian Navy Able to Deploy Vessels Three Miles off New York Coasts
"Our naval forces are so powerful that we have a presence in all the waters of the world and, if needed, we can move to within three miles of New York," The Islamic Revolution Guards Corps (IRGC) Navy Commander Rear Admiral Ali Fadavi said Tuesday during a speech to the students of the University of Yazd in Iran.
Fadavi said dominance over the Persian Gulf is "the only tool for the Americans to rule the world" and that's why "they confront any other power that threatens their status" in the waterway.
The admiral was speaking on the anniversary of a failed April 24, 1980 US military operation - dubbed "Operation Eagle Claw" - that sought to rescue American hostages held captive at the US Embassy in Tehran.
Also on Friday, IRGC Aerospace Commander Brigadier General Amir Ali Hajizadeh told FNA that the Islamic republic's military is also capable of crippling or disabling US aircraft carriers.
"First, sinking an aircraft carrier is not a complicated task," Hajizadeh said. "Second, an aircraft carrier is equipped with so many advanced, delicate, and sensitive devices that it could be incapacitated by even the smallest explosion."
IRGC naval commanders said in July 2011 that they would expand their mission into the Atlantic Ocean, and that the country had equipped a number of its vessels with long-range ballistic missiles.
In September, Iranian Defense Minister Ahmad Vahidi said Iran planned to deploy naval vessels in the Atlantic Ocean. "The Navy has a strong presence in the Caspian Sea, Persian Gulf, Sea of Oman, Indian Ocean and international waters and soon it will be present in the Atlantic Ocean," Vahidi said.
