that has sadly been the partial reason... the typical indian cultural attitude of rejection of risk-taking and radical innovation kept the indian agency ( isro ) into making satellites... when the first south asian space traveler, rakesh sharma, was sent to "salyut 7" space station of ussr in 1984, even that didn't make isro enthusiastic into having a human space program.
lack of money is not the excuse or cannot be the excuse, because india in the last 15 years or so has become the biggest armaments/military-systems importer in the world and that was huge money spent.
india as a society must change its non-innovative attitude.
I disagree, India has made plans to send human to space for a while now, its just that it doesn't have the proven capabilities as of yet to carry out such a mission safely. It needs a bigger OPERATIONAL rocket, and few tests and reserve a considerable amount of funds before it can even start contemplating of carrying out such a mission. You should know Human space flight mission isn't any joke, lite mistake can be fatal and very damaging for a country, whereas an unmanned satellite launch doesn't carry such risks/implication. So India should take it easy and go it slow on this one, no rush. Its not a race after all(well i hope).
